Brooklyn Joiner

Brooklyn Joiner, MBA is the Chief Selection Specialist at Joiner and Associates, where she leads the development and execution of custom assessment centers, job analyses, and promotional written exams for public safety agencies. With over 11 years at the firm, she has successfully overseen more than 500 promotional examinations across various classifications. Her expertise in recruitment, testing, and selection has earned her recognition as a trusted authority in public sector hiring and assessment processes.
Before joining Joiner and Associates, Brooklyn held leadership roles within Nevada’s public safety landscape. As Program Administrator for the Truckee Meadows Fire Protection District, she managed the Volunteer Firefighter Program supporting over 300 firefighters and helped establish the Reserve Firefighter Program. She also served as a Human Resource Analyst for Washoe County, playing a key role in staffing the newly formed fire department, hiring 130 personnel in just six months. Her experience spans recruitment, exam development, emergency management, and public information.
Brooklyn holds a Master of Business Administration from the University of Nevada, Reno, graduating with a 4.0 GPA. She is a recipient of the “20 Under 40” Young Professionals Award and holds numerous fire and emergency management certifications, including FEMA and NWCG credentials. In addition to her professional accomplishments, Brooklyn is actively engaged in community service, sitting on several nonprofit boards and leading fundraising efforts that support children and education in her region.

What do you attribute your success to?
I attribute my success to a strong work ethic and a commitment to transparency. I believe that consistently showing up, doing the work with integrity, and communicating openly builds trust and drives lasting results.
What advice would you give to young women entering your industry?
My advice to young women entering the industry is to seek out strong mentors early in your career. I’ve been fortunate to learn from incredible leaders like Julia Paholke and Shelly Capura, who helped shape my professional path. Surround yourself with people who challenge and support you—you don’t have to navigate your journey alone.
