Rachel Laisne is a Contract Background Investigator with the Defense Counterintelligence and Security Agency (DCSA), where she applies her strong analytical and investigative skills to support national security operations. With a foundation in law and criminal justice, Rachel brings over a decade of experience spanning legal research, case management, and federal investigations. Her professional journey—from paralegal and legal secretary roles to conducting high-level federal background investigations—demonstrates a commitment to ethical conduct, precision, and the safeguarding of sensitive information.

Before joining DCSA, Rachel honed her expertise in the legal field, serving in state government positions both within the Superior Court of Rhode Island and the Department of Children, Youth and Families. She also worked education at Roger Williams University School of Law, Suffolk University Shool of Law and Athens State University. She has also worked in private law practice as a paralegal. These positions required exceptional attention to detail, confidentiality, and effective communication. Her work involved drafting pleadings, conducting fact-finding research, managing case documentation, and assisting in trial preparation across civil litigation, criminal defense, and defense law practices. Rachel holds both a Bachelor’s degree in Legal Studies and a Master’s degree in Criminal Justice Administration from Johnson & Wales University, where she graduated with honors and earned recognition on the Dean’s List.

Beyond her professional career, Rachel is deeply passionate about writing and creative expression. She has published scholarly works on criminal justice reform and is currently developing a novel trilogy exploring women’s resilience and interconnected life experiences. An advocate for education, historical preservation, and community service, she volunteered with the Skyline Farms Heritage Association and supports Special Olympics, and National Ovarian Cancer Coalition in memory of her sister. Rachel’s life reflects perseverance, adaptability, and an unwavering belief in the power of transformation through knowledge and compassion.
