About Agnes

Agnes C. Carbonell-Miranda is a senior aviation compliance leader and Senior Regulatory Compliance Program Manager at Southwest Airlines, specializing in FAA regulatory oversight, operational control, safety, and enterprise compliance governance. Her career in the travel industry began in 1993 as a travel agent, followed by her entry into the airline industry in 1995. She subsequently built extensive operational experience through roles in flight dispatch, systems operations control, hub coordination, and airline operations, developing a strong foundation in flight logistics, operational decision-making, and regulatory requirements.

At Southwest Airlines, Agnes has progressed through increasingly senior positions in network planning, regulatory investigation, NOC compliance, and regulatory programs and compliance. Her responsibilities have included regulatory investigations, FAA reporting requirements, root cause analysis, corrective action programs, compliance monitoring, audits, operational readiness, and regulatory support for Flight Operations, Dispatch, Crew Scheduling, Maintenance Control, Ground Operations, and Network Operations. In her current role, she provides enterprise-level regulatory oversight and serves as a designated representative supporting the 14 CFR Part 119 Director of Operations, helping strengthen operational compliance, safety, accountability, and continuous improvement.

Agnes holds a Master’s Degree in Judicial Studies and a Bachelor of Science in Aviation Management and Flight Operations from Daniel Webster College. She also holds an FAA Dispatch Certificate and a Private Pilot Certificate with Instrument Rating. She is a member of Women in Aviation and Latinas in Aviation and was featured in the Latinas in Aviation book. Beyond her professional work, she has contributed to community initiatives through Southwest Airlines, including Habitat for Humanity and Meals on Wheels America. 01What advice would you give to young women entering your industry?

I encourage young women entering aviation to keep moving forward and remain confident in what they bring to the industry. I believe it is important to be respected for your intelligence, work ethic, and experience rather than feeling pressured to conform to others’ expectations. Your knowledge, capabilities, and professionalism are valuable, and you should allow those qualities to define your career.
