CeCe Mingo (She/Her) is a purpose-driven leader dedicated to building bridges between people and opportunities through equity-centered and wellness-informed strategies. As the Manager of Recruitment and Admissions at Per Scholas St. Louis, she is committed to expanding access to transformative workforce development programs that equip individuals for lasting success in the tech industry. CeCe’s work reflects her passion for cultivating inclusive pathways to opportunity while ensuring that every individual feels valued, empowered, and supported.

Alongside her role at Per Scholas, CeCe continues to serve as an External Youth Programs Facilitator with LEAD STL, where she supports leadership development and educational equity for young people across the St. Louis region. Her professional journey spans impactful roles at Venture for America, Arch Grants, and Xavier University of Louisiana, where she built expertise in program design, community engagement, and people operations. Across every position, CeCe has been recognized for her ability to lead with empathy, foster collaboration, and design human-centered systems that strengthen belonging and drive sustainable change.

A proud graduate of Xavier University of Louisiana, CeCe holds a Bachelor of Science in Psychological Science. She also serves as a Founding Board Member and Chief of Strategic Partnerships and Publicity for Bridge to Abilities, a nonprofit advancing accessibility and disability justice through inclusive community initiatives. Guided by faith, purpose, and care, CeCe continues to uplift voices and create spaces where authenticity and growth thrive in equal measure.

What do you attribute your success to?

I attribute my success to following a path that aligns with my purpose. While I initially planned to pursue psychiatry, I discovered a stronger calling in community-based work. Recently, I transitioned into recruitment and admissions, where I serve as a Manager and describe myself as a 'Community Curator.' In this role, I focus on connecting individuals with meaningful opportunities and fostering strong community relationships.

What advice would you give to young women entering your industry?

Always lead with authenticity. Your individuality is your greatest strength; embrace it confidently and never feel pressured to conform to a mold. Staying true to yourself will set you apart and help you build genuine connections and credibility in your field.

What are the biggest challenges or opportunities in your field right now?

One of the biggest challenges in the field right now is keeping pace with rapid technological advancements and the constant changes that come with them. However, these shifts also present valuable opportunities to innovate, streamline processes, and enhance the way we connect and serve our communities.

I value integrity, purpose, and community impact. I’m deeply committed to aligning my career with my personal values, ensuring that my work contributes meaningfully to the people and communities I serve.
