Charity Yalowizer Hartley

Charity Hartley is a seasoned strategic planner and engagement director with over 29 years of distinguished service, including a remarkable career in the United States Air Force. Known for her ability to lead with both analytical rigor and creative problem-solving, Charity has built a reputation for navigating complex organizational environments and fostering high-performing, collaborative teams. Her professional expertise spans special operations, counterproliferation, legislative affairs, strategic design, global capacity building, and space and missile operations making her a valuable asset in both military and civilian sectors.
Currently serving as Regional Lead for Noblis ESI, Charity plays a critical role in international security and engagement strategies throughout the Middle East and North Africa. Her prior roles include working with Booz Allen Hamilton, the U.S. House of Representatives as a legislative fellow, and Special Operations Command-Central, where she led initiatives in counter-weapons of mass destruction (CWMD) and training. With advanced degrees in National Security Affairs from the Naval Postgraduate School and International Relations from Troy University, Charity brings deep academic and operational insight to every mission she undertakes.
Beyond her technical skillset, Charity is passionate about mentorship, community outreach through dance, and human capital development. Her ability to blend cultural sensitivity with strategic acumen has enabled her to make lasting impacts both at home and abroad.
