Housing Initiative Partnership, Inc.
Frederick, MD 21704

Claudia Jutila is a HUD-certified housing counselor and Homebuyer Education Coordinator based in Germantown, Maryland. In her role at Housing Initiative Partnership, Inc. (HIP), she leads bi-monthly homebuyer seminars both virtually and in person, coordinating a network of lenders, realtors, home inspectors, insurance agents, and attorneys to guide first-time homebuyers through the purchasing process. She also facilitates monthly down payment assistance workshops and conducts pre-purchase counseling sessions focused on budgeting, credit improvement, and mortgage readiness. In addition, she oversees rental counseling and home-sharing programs designed to support housing stability and affordability in her community.

Claudia’s career in housing counseling began through personal experience during the foreclosure crisis, when she first sought assistance after losing her home. Motivated by her own journey, she volunteered with her local housing organization while working part-time in tax preparation, eventually transitioning into a full-time role in housing services. She advanced from intake specialist to housing counselor and later to her current leadership position, building over a decade of experience in foreclosure prevention, client intake, and homebuyer education. Her professional development also includes certifications and training through organizations such as NCHEC and specialized foreclosure intervention programs.

Throughout her career, Claudia has emphasized accessibility, education, and empowerment for individuals and families seeking stable housing. She is fluent in English and Spanish, allowing her to serve a diverse client base and bridge communication gaps in housing services. She has also completed training with NeighborWorks America, strengthening her ability to deliver structured homebuyer education and counseling. Looking ahead, Claudia hopes to continue expanding her impact in housing advocacy while embracing opportunities for flexible, remote work that may allow her to serve clients from different locations around the world.

Q

What do you attribute your success to?

I attribute my success to the strong support and examples set by my family, especially my husband and my parents. Their encouragement and guidance have been instrumental in my journey. I also draw motivation from my own lived experience as a client, which inspired me to volunteer, pursue learning opportunities, and ultimately grow into a counseling role.

Q

What’s the best career advice you’ve ever received?

The best career advice I’ve received is rooted in the example set by my family, especially my husband, who works alongside me in real estate and shows daily what dedication, hard work, and commitment look like in practice, and my father, who taught me the importance of fighting for and prioritizing family. Their support and example, along with my mother’s constant encouragement, have shaped my values and motivation, reminding me to stay grounded in family, perseverance, and teamwork in both my personal and professional life.

Q

What advice would you give to young women entering your industry?

My advice to young women entering this industry is to take advantage of the opportunities right in front of you, even if they don’t look exactly like your long-term dream. Stay focused on your goals, but don’t overlook the value of gaining experience and building momentum where you are now. Opportunities don’t always come the same way or at the same time for everyone, so when they do appear, it’s important to take that leap, work hard, and see where they can lead you.

Q

What are the biggest challenges or opportunities in your field right now?

The biggest challenges in my field include having to step in and cover multiple roles when scheduled guest speakers are unavailable, as well as the ongoing need to build and maintain strong professional networks to secure reliable partners for seminars and programs. At the same time, there are significant opportunities, particularly with the growth of virtual and Zoom-based classes, which offer greater flexibility and make it possible to work remotely or from different locations while still delivering effective learning experiences.

Q

What values are most important to you in your work and personal life?

The values that are most important to me in both my work and personal life are respect, understanding, and family. I have learned through raising three boys with very different personalities that each person is unique, and what works for one may not work for another, so it is important to meet people where they are and adapt with empathy. I also hold strong traditional values and deeply believe in the importance of marriage and family, which remain at the center of my life. Above all, I strive to see others for who they are and treat everyone with respect in every interaction.
