Crystal McFadden, PHR

Crystal McFadden, PHR, is a seasoned maritime security and national security professional with over 25 years of leadership experience spanning human resources, program management, operations, and organizational development. Currently serving as Senior Maritime Security Advisor at the U.S. Department of State, she leads maritime security policy coordination, global political-military analysis, and interagency collaboration, supporting initiatives from maritime cybersecurity to counter-piracy efforts. Crystal’s expertise in workforce planning, legislative affairs, and talent development has consistently enabled her to optimize processes and lead high-performing, cross-functional teams in high-stakes environments.
Her career reflects a deep commitment to public service and national security, including roles as a Defense Fellow and Military Legislative Assistant in the U.S. House of Representatives, and as a Combat Systems Officer and Engineering Officer in the U.S. Navy. In these capacities, she has advised on defense policy, managed large teams, and contributed to mission-critical operations worldwide. Crystal’s leadership is recognized not only for strategic acumen but also for her ability to foster collaboration, mentor emerging leaders, and align complex initiatives with overarching organizational goals.
An accomplished scholar, Crystal holds a Master of Arts in International Relations and National Security Studies from the Naval Postgraduate School and has completed the Capitol Hill Workshop at Georgetown University’s Government Affairs Institute. She is certified as a Professional in Human Resources (PHR) and maintains an active Top-Secret Security Clearance (TS/SCI).
