Debbie Marshall is a distinguished energy government affairs professional with nearly three decades of experience in public policy, legislative relations, and corporate government affairs. She currently serves as Vice President of Government Affairs at Chevron, where she has spent 18 years building strategic relationships and advancing the company’s priorities in the Washington, D.C. area. In her role, Marshall manages a diverse portfolio that includes engagement with Capitol Hill, federal administration officials, and key stakeholders while providing strategic insights on critical issues such as shipping, foreign policy, sanctions, taxation, and energy policy.

Marshall’s passion for government affairs began during her college years when a professor running for office inspired her interest in public service and policymaking. That early experience led her to pursue a career focused on the intersection of business and government. Throughout her career, she has demonstrated the ability to navigate complex policy environments, communicate effectively with diverse audiences, and develop solutions through collaboration. 01What do you attribute your success to?

I attribute my success to the experiences, relationships, and mentors who have guided me throughout my 30-year career in government affairs. My journey began during college and ultimately led me to Chevron, where I have spent the past 18 years continuing to grow professionally. Along the way, I have been fortunate to learn from several influential mentors, including a former supervisor, a lobbyist friend, and even a colleague from a competing energy company, each of whom offered valuable perspectives that shaped my career. Outside of work, I enjoy the arts and theater, traveling, and learning about different cultures, with a particular interest in Kazakhstan because of Chevron’s business presence there.

02What’s the best career advice you’ve ever received?

The best career advice I have ever received came from a mentor during a time when I was feeling stressed about a particular situation. He told me, “You worry an awful lot for somebody who always rocks it,” which made me pause and reflect. He went on to explain that my tendency to think things through carefully and work diligently was actually part of what made me successful at my job. His advice was simple but meaningful: don’t change who you are. I have carried that perspective with me throughout my career, reminding myself that being thoughtful, prepared, and conscientious can be strengths rather than sources of worry.

03What advice would you give to young women entering your industry?

My advice to young women entering the industry is to never discount yourself or underestimate your abilities. There will be times when an assignment or opportunity may seem overwhelming, but if someone has entrusted you with the responsibility, it is likely because they see your potential to succeed. Be willing to take on challenges, ask thoughtful questions, and learn as you go. When you need support, don’t hesitate to ask for help, but also give yourself the opportunity to figure things out independently. Believe in your capabilities, embrace opportunities that push you outside your comfort zone, and trust that you are capable of more than you may initially realize.

04What are the biggest challenges or opportunities in your field right now?

One of the biggest challenges and opportunities in my field is navigating the constantly changing government and regulatory environment. There is rarely a typical day, as priorities can shift quickly based on developments around the world and changes on Capitol Hill. While my role includes routine responsibilities such as email management and corporate activities, much of my time is spent in meetings with members of Congress and their staff, administration officials, and other key stakeholders. I also collaborate internally on government affairs strategy, help position the company on important issues, and provide timely updates and insights to executives. This dynamic environment requires adaptability, strong communication, and the ability to respond thoughtfully and strategically as circumstances evolve.

05What values are most important to you in your work and personal life?

The values that are most important to me, both professionally and personally, are hard work and honesty. I believe in giving my best effort, taking responsibility for my work, and approaching every situation with integrity and transparency. These values have guided my decisions, shaped my relationships, and helped me build a career and life grounded in trust and accountability.
