About Deborah
Deborah A. Kuehn serves as Program Director in the Division of Engineering at the Indiana Department of Natural Resources, where she applies her expertise as a licensed landscape architect to support the planning and development of parks and state recreation areas throughout Indiana. In her role, she oversees site layouts, grading projects, and the redesign and restructuring of comfort stations, helping create functional and sustainable spaces for public use. Licensed as a landscape architect since 1989, Deborah brings decades of experience in design, engineering support, and digital mapping technologies to advance the department’s projects.
Throughout her career, Deborah has developed extensive expertise in Geographic Information Systems (GIS), ArcGIS, and AutoCAD, using technology to transform traditional paper drawings into accessible digital platforms that improve collaboration and information sharing across divisions. Earlier in her career as a CAD Draftsperson with the City of South Bend, she played a key role in developing a comprehensive GIS program that brought together multiple entities and streamlined data management processes. Her contributions earned her an ESRI Special Achievement in GIS (SAG) Award, which she accepted in San Diego in recognition of her innovative work in the field.
Deborah earned her Bachelor of Science in Landscape Architecture from Purdue University in December 1986 and is currently pursuing a Master’s degree in GIS through Johns Hopkins University. Beyond her professional accomplishments, she is deeply committed to servant leadership, authenticity, transparency, humility, and community involvement. She actively gives back through coaching javelin for Special Olympics, singing in her church choir, serving on a preschool board, contributing as a historian for her local DAR chapter, and supporting the Purdue “All American” Marching Band, where she previously participated in operations. Her dedication to service, innovation, and community impact reflects her lifelong commitment to making a positive difference.

01What values are most important to you in your work and personal life?
The values that are most important to me in both my work and personal life are servant leadership, authenticity, transparency, humility, community, and maintaining a good sense of humor. I believe in leading by example, supporting others, and creating an environment built on trust, respect, and collaboration. Staying true to who I am, communicating openly, and approaching challenges with humility allow me to build meaningful relationships and make a positive impact. I also value being actively involved in my community and finding moments of humor and joy along the way.
