Desiree Abrams

A versatile professional with more than 25 years of experience spanning federal government service, information technology project management, regulatory enforcement, program administration, and sports officiating. Throughout a distinguished career, he has demonstrated a unique ability to lead complex programs, manage stakeholder relationships, ensure regulatory compliance, and deliver mission-critical services across both public and private sectors.

Currently serving as an Information Technology Project Manager with the USDA, he supports enterprise technology modernization initiatives that enhance infrastructure, service delivery, and customer experience across the agency. His expertise includes project coordination, stakeholder engagement, process improvement, and aligning technology solutions with organizational objectives.

Prior to his IT leadership role, he served as National Enforcement Coordinator for the USDA Animal and Plant Health Inspection Service (APHIS), overseeing enforcement and compliance activities related to the Animal Welfare Act and Horse Protection Act. In this capacity, he played a key role in developing and implementing regulatory strategies that supported animal welfare standards and federal compliance requirements.

Earlier in his career, he spent more than two decades with the USDA National Institute of Food and Agriculture, providing administrative leadership and program management support for national research, education, and extension initiatives. His work contributed to advancing agricultural and animal systems programs through effective coordination, policy implementation, and program evaluation.

In addition to his government career, he has built an impressive reputation in sports officiating through his work with NWFOA LLC. Serving as an official, trainer, advisor, assigner, and rulebook contributor, he has collaborated with prominent organizations including the NFL, RCX Sports, USA Football, IFAF, WNFC, and Fairfax Athletics. His leadership in officiating has helped develop officials, enhance game operations, and uphold the highest standards of competition and integrity.
