Doris Blanchard is a dynamic leader and strategic thinker with extensive experience in economic development, small business advisory, and public policy. Currently serving as the Director of Outreach and Engagement at Rhode Island Commerce, she has dedicated over a decade to fostering business growth and connecting stakeholders across the state. Doris is recognized for her expertise in financial training, risk management, and nonprofit management, and she has earned prestigious accolades such as the Small Business Administration’s Rhode Island Financial Services Champion of the Year and the PBN 2021 Businesswomen Award as an Industry Leader in Government.

Throughout her career, Doris has led numerous programs aimed at supporting local businesses and enhancing statewide economic development. As Assistant Director of Supply RI, she oversees initiatives that increase local procurement and provides professional guidance to help Rhode Island businesses grow and thrive. Her prior work includes managing small business assistance programs, leading financial literacy workshops, and providing consulting services to minority and women-owned enterprises through her company, DB Consulting LLC. Doris has also held key roles in banking and credit analysis, further demonstrating her breadth of expertise in both the public and private sectors.

Beyond her professional accomplishments, Doris is committed to community engagement and mentorship. She serves on the boards of the United Way of Rhode Island and the Economic Progress Institute, and participates in Leadership Rhode Island and the Equity Leadership Initiative. Fluent in Spanish and highly skilled in negotiation, presentation, and relationship management, Doris combines her technical knowledge with a passion for empowering businesses and individuals to achieve sustainable success.
