About Doris

Doris S. Blanchard is a dynamic leader and passionate advocate for economic growth, small business development, and equitable opportunity. As the Director of Outreach and Engagement at the Rhode Island Commerce Corporation, Doris drives initiatives that strengthen business relationships, promote statewide economic programs, and foster collaboration between public and private partners.

In her role, she represents Rhode Island Commerce at business forums, chamber events, and industry associations, connecting with entrepreneurs and community leaders to ensure businesses across the state have the resources they need to succeed. Doris also serves as a liaison to the Rhode Island Department of Transportation (RIDOT) and the Rhode Island Emergency Management Agency (RIEMA), providing vital support to businesses impacted by construction projects and severe weather events.

With more than a decade of experience in economic development, small business advisory, and public policy, Doris is widely recognized for her expertise in financial training, risk management, and nonprofit management. Her leadership has earned her distinguished honors, including the U.S. Small Business Administration’s Rhode Island Financial Services Champion of the Year and the Providence Business News 2021 Businesswomen Award as an Industry Leader in Government.

Beyond her professional work, Doris is deeply committed to community engagement and mentorship. She serves on the boards of the Economic Progress Institute, the Providence Business Loan Fund, and the City of Cranston Purchasing Board, and is an active participant in Leadership Rhode Island and the Equity Leadership Initiative. Fluent in Spanish and known for her ability to connect people and ideas, Doris brings energy, insight, and purpose to every conversation about inclusive economic growth and leadership.
