Doris Guzman is an economic development leader, business strategist, educator, and community advocate whose career has been defined by resilience, service, and a passion for creating opportunities for others.


Born in Brownsville, Texas, and raised in Mexico, Doris's journey is rooted in determination. After graduating at the top of her high school class, she began her academic journey at the University of Texas at Brownsville. At just 17 years old, she moved to the United States on her own while simultaneously learning to read, write, and speak English. At 19, with determination and a belief in what was possible, she purchased a one-way Greyhound bus ticket to Houston to pursue the American Dream.


That journey became the foundation for a multifaceted career spanning economic development, banking and financial services, education, entrepreneurship, business development, and community engagement. She earned a bachelor's degree in Business Administration with a concentration in Management and later graduated with honors from the University of St. Thomas with a Master's degree in Educational Administration and Leadership. Her entrepreneurial experience includes successfully establishing and operating early childhood education centers and serving as a business coach to entrepreneurs and organizational leaders.


Today, Doris serves as Director of Economic Development for Harris County Precinct 2, where she leads initiatives designed to strengthen businesses, expand economic opportunity, cultivate strategic partnerships, and connect entrepreneurs with the resources, knowledge, capital, and networks necessary to grow. Her leadership includes creating a comprehensive and inclusive platform that brings together government, financial institutions, business organizations, and community partners to help entrepreneurs build stronger, more sustainable businesses.


Throughout her career, Doris has distinguished herself as a relationship builder who understands that meaningful economic development begins with people. She brings stakeholders together, transforms ideas into action, and develops partnerships that create lasting value for businesses and communities. Her leadership philosophy is grounded in the belief that success is not measured solely by personal achievement, but by the opportunities we create for others.


Service-centered leadership has remained an important part of her journey. Her community involvement has included volunteering through the IRS Volunteer Income Tax Assistance program and helping individuals and small businesses strengthen their financial well-being. Her commitment to volunteerism was recognized with the President's Volunteer Service Award in 2022.


Beyond her professional accomplishments, Doris values faith, family, lifelong learning, meaningful relationships, and the joy that comes from serving others. 01What do you attribute your success to?

I attribute my success to faith, perseverance, continuous learning, and a genuine passion for serving others. Throughout my career, I have embraced every opportunity as a chance to grow, build meaningful relationships, and create value for the people and communities I serve.


I also believe success is never achieved alone. It is shaped by mentors who challenge us, colleagues who believe in us, partnerships built on trust, and our willingness to extend opportunities to others. Whether leading economic development initiatives, mentoring entrepreneurs, or building strategic partnerships, I have learned that lasting impact begins with investing in people.


Most importantly, I believe success is measured not simply by what we accomplish for ourselves, but by the opportunities we create for others. That philosophy continues to guide my leadership and inspires me to make a meaningful difference every day.

02What’s the best career advice you’ve ever received?

The best career advice I have ever received is simple: never stop learning, and always lead with integrity. Every experience — whether a success, a challenge, or an unexpected change — offers an opportunity to grow, adapt, and become a stronger leader.


I have also learned that relationships matter deeply. Knowledge and expertise may open doors, but trust, authenticity, and the way we invest in people are what sustain a meaningful career. When you lead with integrity, serve with purpose, build genuine relationships, and consistently create value for others, opportunities have a way of following.

03What advice would you give to young women entering your industry?

Be curious. Be courageous. And never underestimate the power of your voice.


Commit to continuous learning, seek mentors who challenge and inspire you, and build authentic relationships. The right connections can expand your perspective, introduce opportunities, and help you navigate moments when the path forward is not always clear.


Do not wait until you feel completely ready to pursue an opportunity. Some of the greatest growth happens when you step forward before you have every answer, trust your abilities, embrace the challenge, and learn along the way.


Above all, lead with authenticity. Your perspective, experiences, and voice have value. Take your seat at the table — and when you have the opportunity, help create space for another woman to take hers. The doors we open today can become pathways for generations of women who follow.

04What are the biggest challenges or opportunities in your field right now?

One of the greatest challenges in economic development today is ensuring that businesses — particularly small businesses — have equitable access to the capital, technology, mentorship, procurement opportunities, and networks they need to grow and compete in a rapidly evolving economy. Many entrepreneurs have extraordinary vision and determination, yet navigating the resources and relationships necessary to scale can remain a significant barrier.


That challenge also represents one of our greatest opportunities. We are at a moment when intentional collaboration among government, financial institutions, corporations, educational partners, and community organizations can create powerful pathways to economic mobility. When we connect entrepreneurs with the right knowledge, resources, technology, and relationships, we help transform potential into sustainable growth.


I believe the future of economic development will be defined by inclusion, innovation, and intentional partnerships. When entrepreneurs thrive, they create jobs, strengthen communities, generate opportunity, and contribute to a more resilient economy. Investing in their success is ultimately an investment in our collective prosperity.

05What values are most important to you in your work and personal life?

The values that guide both my professional and personal life are faith, integrity, service, resilience, and a commitment to empowering others. I believe leadership is defined not only by the results we achieve, but also by how we achieve them and the positive impact we create along the way.


Integrity is foundational to everything I do — building trust, honoring commitments, and doing what is right even when no one is watching. Service is equally important because I believe our talents, experiences, and opportunities carry a responsibility to uplift others and strengthen the communities around us.


I also value resilience and continuous growth. Challenges have taught me to adapt, remain optimistic, and keep moving forward with purpose. Whether supporting entrepreneurs, developing partnerships, mentoring others, or serving my community, I strive to lead with compassion, authenticity, and a genuine desire to create opportunities for others to succeed.


Ultimately, the legacy I hope to leave is not simply a collection of accomplishments, but a legacy of impact: people empowered, opportunities created, relationships strengthened, and doors opened for others.
