Her Story

About Elaine

Elaine Chang is an accomplished education leader, community advocate, and strategic partnership executive with more than three decades of experience in public education, leadership development, and community engagement. She most recently served as Director of Partnerships for Montgomery County Public Schools (MCPS), Maryland’s largest school system, where she led initiatives focused on education and workforce development. In this role, she built and strengthened relationships with businesses, organizations, and community partners to create meaningful opportunities, resources, and programming for students and families.

Throughout her career with MCPS, Elaine progressed from classroom teacher to school administrator, serving as an assistant principal, principal, and executive leader. Her leadership has been defined by a commitment to student success, collaboration, and operational excellence. She has developed extensive partnerships across industries to provide critical support, including educational programs, career exposure opportunities, school supplies, and other resources for communities in need. Her ability to foster trust, communicate effectively, and bring stakeholders together has been central to her impact in education and community development.

Elaine holds a Bachelor’s degree in Elementary Education from the University of Pennsylvania and a Master of Science in Education focused on Math, Science, and Technology from Johns Hopkins University. She currently serves on the Board of Directors for Leadership Maryland, where she contributes to advancing leadership programs across the state. Recognized as one of the Top 50 Women Leaders of Maryland for 2025 and a Maryland Women Leader Driving Excellence and Impact by Women We Admire, Elaine continues to champion education, mentorship, and community partnerships. She values honesty, integrity, communication, and meaningful relationships, while enjoying time with her family, friends, her dog, traveling, and practicing Pilates.

01What do you attribute your success to?

I attribute my success to being detail-oriented, trustworthy, and dependable in everything I do. I believe strong communication and the ability to build meaningful relationships are essential to creating positive outcomes and long-term success.

02What’s the best career advice you’ve ever received?

The best career advice I have received is to always be aware of my surroundings, listen carefully, and learn to read the room. Understanding people, situations, and unspoken cues helps me communicate effectively, make better decisions, and build stronger professional relationships.

03What advice would you give to young women entering your industry?

My advice to young women entering my industry is to follow their passions, stay motivated from within, and remain committed to their goals. Challenges are part of the journey, but perseverance, confidence, and a willingness to keep learning will help them achieve long-term success.

04What are the biggest challenges or opportunities in your field right now?

One of the biggest challenges in my field right now is navigating unspoken workplace dynamics and ensuring that communication remains open and productive. Another key challenge is keeping educators motivated, engaged, and supported as they continue to make a meaningful impact in their roles.

05What values are most important to you in your work and personal life?

The values that are most important to me in both my work and personal life are honesty, integrity, and strong communication. I believe being truthful, maintaining high ethical standards, and communicating effectively are essential for building trust, fostering meaningful relationships, and achieving success.
