Elaine Saunders, DNP, APRN, FNP-BC, NE-BC, is an accomplished nursing executive currently serving as the Executive Community Health Nursing Director for the Florida Department of Health. In this role, she provides strategic oversight for clinical, dental, and epidemiology services, ensuring program compliance, operational efficiency, and high-quality public health delivery across the region. Elaine leads a diverse team of managers, directs budget and performance initiatives, and collaborates with community partners to address health disparities, implement quality improvement projects, and strengthen population health outcomes.
With a career spanning more than two decades across England and the United States, Elaine brings a deep and multifaceted understanding of clinical practice, patient needs, and organizational leadership. She began her nursing career in the United Kingdom, advancing through various clinical roles before becoming a nurse practitioner and later transitioning into management. After relocating to the U.S. to be closer to family, she continued to rise through leadership positions at major institutions including Cleveland Clinic Florida and Mayo Clinic Florida, experiences that ultimately prepared her for the executive role she assumed in 2023.
Elaine’s professional expertise centers on public health leadership, nursing administration, and the development of high-performing teams. She is recognized for her ability to oversee complex clinical programs, guide large-scale community health initiatives, and cultivate a culture of excellence within diverse care environments. Among her accomplishments, she is especially proud of publishing her e-book, Quick Tips for Successful Leadership, which she presented internationally at a leadership conference in Berlin—a milestone that affirmed her commitment to advancing the field and empowering emerging leaders.

What do you attribute your success to?
I attribute my success to resilience, a strong work ethic, and a commitment to lifelong learning. Remaining grounded, adaptable, and open to continuous improvement has shaped my leadership, while mentorship and a genuine passion for serving communities have guided my growth.
As Executive Community Health Nursing Director, I oversee clinical, dental, and epidemiology services, ensuring program compliance, supervising managers, managing budgets, and driving quality improvement initiatives. I work closely with community partners and support my leadership team through coaching, development, and strategic planning.

What’s the best career advice you’ve ever received?
The best career advice I’ve ever received came from mentors who encouraged me to trust in my abilities and embrace opportunities that stretched my skills. I’ve been fortunate to learn from leaders who guided me, challenged me, and helped me build confidence throughout my career. Their influence has shaped the way I lead today, and I am committed to paying that forward by mentoring the next generation of nurses and public health professionals.
What advice would you give to young women entering your industry?
I encourage young women entering this industry to believe in themselves, especially during moments when the work feels overwhelming. Stay focused on your goals, seek out mentors who can guide and support you, and pursue your education with confidence. Healthcare leadership requires courage, resilience, and the ability to adapt quickly, so don’t let challenges discourage you. Your voice, your perspective, and your impact are powerful—and the difference you can make is profound.
What are the biggest challenges or opportunities in your field right now?
One of the biggest challenges in my field is navigating staffing shortages, burnout, and the ongoing need to balance administrative responsibilities with the human side of leadership. Maintaining work–life balance in public health also remains difficult as demands and expectations continue to rise.
Despite these challenges, there is significant opportunity for growth. Strengthening community partnerships, expanding preventive care, empowering nursing teams, and integrating leadership development into daily practice all hold tremendous potential. The pandemic reshaped the field in meaningful ways, creating space for innovation and new approaches that continue to drive public health forward.
What values are most important to you in your work and personal life?
The values that guide me most are compassion, integrity, and service. I believe in treating people with dignity, acting with fairness, and making ethical decisions—especially in a field where complex challenges are the norm. Leading with transparency and honoring diverse perspectives are essential to how I build trust and support my teams. I also prioritize maintaining a healthy work–life balance, continually working to stay grounded and aligned with my purpose as a leader.
