About Eleanor
Eleanor Bowman serves as an IT Project Manager at the Coordinated Care Alliance of New York, an organization dedicated to supporting individuals with intellectual and developmental disabilities. She brings extensive experience in human services, healthcare technology, project management, electronic health records (EHRs), and process improvement.
Ms. Bowman began her career in 2012 in quality and process improvement at a human services organization serving individuals with mental health and substance use disorders, where she also served as an EHR super user. She subsequently spent nearly two years as the director of a residential program supporting individuals with co-occurring mental health and substance use disorders before transitioning into the health information technology field. Following an organizational acquisition, she continued to advance her career at Helio Health, where she remained for six years, further strengthening her expertise in healthcare operations and technology. During her tenure in health information technology, Bowman managed information systems projects, supported EHR implementations, and developed expertise in vendor management through a major EHR selection and implementation initiative. She also pursued project management certifications to strengthen her technical and leadership capabilities.
In her current role, Ms. Bowman oversees technology initiatives that support care managers serving individuals with intellectual and developmental disabilities (IDD). Among these efforts, she is leading the development of a mobile application designed to enhance access to services, promote quality outcomes, and support individuals with IDD in achieving their personal goals. The project is currently in its second phase, with future enhancements focused on integration with other care management platforms.
Her career reflects a consistent commitment to improving healthcare and human services through innovative technology, effective project management, and thoughtful process improvement. Bowman holds an associate’s degree in health information technology from Onondaga Community College and a Bachelor of Science in Healthcare Administration and Management from Southern New Hampshire University, which she completed in 2018. She is currently pursuing a Master of Health Administration through the University of Phoenix and plans to advance her professional credentials with a Project Management Professional (PMP) certification. Looking ahead, she aims to leverage her healthcare technology and project management expertise to pursue strategic leadership opportunities within healthcare organizations, with a continued focus on innovation, operational excellence, and improving outcomes for the populations she serves.

01What do you attribute your success to?
I attribute much of my success to a growth mindset and a passion for identifying opportunities to enhance efficiency and effectiveness. Throughout my career, I have intentionally pursued professional development opportunities that strengthened my leadership capabilities and expanded my technical expertise. This has allowed for me to take on increasingly complex positions. I also recognize the important role that strong professional networks, and meaningful relationships play in career development. I have been fortunate to learn from outstanding mentors who invested in my growth, encouraged me to expand my capabilities, and provided opportunities that helped shape my career journey. As I continue to grow in my career, I want to pay that support forward by mentoring others, and sharing my experiences,
02What advice would you give to young women entering your industry?
I would encourage young women entering the industry to always look beyond their individual roles and focus on the larger purpose behind their work. Consider how your contributions connect to the broader goals of the organization and, most importantly, how they impact the people and communities you serve. Keeping that bigger-picture perspective helps you make thoughtful decisions, and stay grounded in your purpose, I also believe that when you consistently view your work through that lens, you will be well positioned to grow and make a meaningful impact.
03What are the biggest challenges or opportunities in your field right now?
Given my tenure in the industry, I have become increasingly aware of the challenges the Human Services sector is facing today, including workforce shortages, funding constraints, and increased demand for services. I am particularly passionate about leveraging technology. The technology that we have available to us today really presents opportunities to expand access to services, enhance care coordination, and support better health outcomes for vulnerable populations.
04What values are most important to you in your work and personal life?
The values that are most important to me are empathy, curiosity, and a commitment to lifelong growth. I am deeply passionate about serving vulnerable populations and advancing initiatives that improve the lives of individuals and communities facing economic and social challenges. I strive to stay informed about evolving community needs to ensure that my work remains meaningful and responsive. Curiosity has been a driving force throughout my career, motivating me to ask questions, and pursue new learning opportunities. I am committed to continuous learning and believe that growth comes from listening to new perspectives, keeping an open mind, and seeking out diverse viewpoints that foster creativity, innovation, and meaningful change.
