							Elissa Rios is a dedicated 911 Public Safety Communications Supervisor with the City of Glenn Heights, specializing in developing and mentoring new dispatchers. With extensive experience in emergency communications across multiple agencies, she ensures that 911 operations run smoothly and efficiently while providing critical support to police and fire services. Known for her operational expertise, strong leadership, and ability to maintain composure under pressure, Elissa helps build confident, skilled communicators ready to excel in one of the most demanding and rewarding careers.
Before her current role, Elissa served as an Emergency Dispatcher for Dallas County, the Cockrell Hill Police Department, and the Southwest Regional Communication Center, providing 911 services for multiple jurisdictions. Throughout her career, she has demonstrated a commitment to accuracy, teamwork, and public safety, earning recognition such as Employee of the Year from the City of Cockrell Hill. Her hands-on experience across diverse emergency communication environments has equipped her with a deep understanding of both frontline dispatch operations and effective team supervision.
Elissa holds an Associate of Arts and Sciences in Management Information Systems from Dallas College Mountain View Campus and has earned multiple certifications in business administration, office administration, management, and emergency management. Beyond her professional expertise, she is passionate about mentoring others, fostering teamwork, and continuously improving emergency response practices. I attribute my success to the opportunities and experiences I’ve gained working with the Southwest Regional Communications Center. Being part of a team that values accuracy, efficiency, and exceptional service has allowed me to grow professionally while making a meaningful impact in my community. My dedication to continuous learning, attention to detail, and commitment to providing excellent customer service have been key factors in achieving my goals and advancing my career.
What’s the best career advice you’ve ever received?
The best career advice I’ve ever received is: “Keep going, you can’t be brave without being scared.” This reminder has inspired me to push through challenges, embrace new opportunities, and grow both personally and professionally, even when stepping into the unknown feels intimidating.
What advice would you give to young women entering your industry?
The advice I would give to young women entering my industry is to believe in yourself, and approach every opportunity with confidence and compassion. Trust your abilities, stay committed to learning, and always lead with empathy, as these qualities will help you succeed and make a positive impact in your career.
What are the biggest challenges or opportunities in your field right now?
One of the biggest opportunities in my field right now is that many agencies are willing to bring you in and provide training, even if you don’t have years of experience or a degree. Once you’re in, there are endless opportunities to grow, learn new skills, and advance your career, making it an exciting and accessible field for those willing to work hard and stay committed.

The values most important to me in both my work and personal life are leading by example, maintaining balance, fostering teamwork, and building trust and mutual respect.
