Francine Bradley Arthur is a dynamic motivational speaker, retired law enforcement professional, and dedicated community advocate who draws strength from her Navajo heritage and traditional teachings. With a Master’s in Public Administration and a B.S. in Criminal Justice, she has built a career centered on service, leadership, and empowering others to persevere and reach their full potential. Throughout her professional journey, Francine has combined her expertise in law enforcement with her passion for education, training, and community outreach, creating programs and opportunities that uplift and inspire.

Over the years, Francine has held a variety of impactful roles, including Police Academy Coordinator at Navajo Technical College, Recruiting Manager for the U.S. Census Bureau, and Training Manager for the Navajo Nation. In each position, she has focused on developing programs, mentoring individuals, and improving community outcomes, demonstrating a lifelong commitment to service. Her work with Franz Motivational Speaking allows her to share her story and encourage others to overcome challenges, emphasizing the importance of resilience, self-belief, and cultural pride.

I attribute my success to my commitment to serving others and inspiring them through customized presentations, training, and public speaking, guided by the strength of my Navajo heritage and the values of leadership, perseverance, and community. My education and law enforcement experience have further shaped my ability to empower others and make a meaningful impact.

What’s the best career advice you’ve ever received?

The best career advice I’ve received came from the strong, supportive people in my life—my mother, mentors like Darleen James and Minnie Jim, friends like Sharyl, my husband, and even colleagues like Gerald—who encouraged me to be courageous, persevere, and always strive to be my best.

What advice would you give to young women entering your industry?

My advice to young women entering this field is to keep an open mind, develop emotional intelligence, and understand generational differences—these skills will help you communicate effectively and make a real impact. Always honor your history, act with respect, and stay true to yourself.

What values are most important to you in your work and personal life?

The values most important to me are making a positive, lasting impact on others’ lives and serving my community—first as a law enforcement officer through programs like DARE, and now by inspiring and educating others through speaking and civic engagement. In my personal life, I cherish family, continuous learning, and creating spaces like the Freedom House to empower and inform my community.
