About Francisca
Francisca I. Foye is the founder of Massilva Consulting, a strategic HR and people advisory firm based in Franklin, Massachusetts, where she helps growing, multi-state organizations build and scale their people functions. She founded the firm approximately six years ago, drawing on more than a decade of experience leading HR across startups and expanding organizations. Throughout her career, Francisca has held senior HR leadership roles, including Director and Vice President positions, giving her broad experience guiding companies through growth, operational change, and increasingly complex people needs.
Her background includes leading HR for remote and distributed organizations, modernizing people operations, implementing HR technology, strengthening leadership practices, and helping companies build more scalable infrastructure. These experiences shaped the practical, hands-on approach she brings to Massilva’s clients today.
Francisca believes the strongest organizations treat HR as a core business function, not simply an administrative one. Through Massilva, she partners with founders and executive teams to align people strategy with business goals, standardize operations, strengthen compliance, and build the foundations needed for sustainable growth. Her work spans scalable people operations, leadership development, recruiting strategy, multi-state compliance, HR technology implementation, AI-enabled solutions, and post-acquisition integration.

Francisca holds an MBA with a concentration in Organizational Leadership from the University of Massachusetts Dartmouth, where she graduated magna cum laude. She is currently pursuing a Doctor of Business Administration in Human Resources Management at National University, and writing her dissertation on the influence of employee engagement in remote working companies.
Beyond her professional work, Francisca is guided by a belief in action over perfection, a mindset she shares with women entering the industry and aspiring entrepreneurs. She encourages others to move forward with their ideas, remain open to learning, and avoid allowing endless planning to stand in the way of meaningful progress.
Looking ahead, Francisca is committed to helping organizations reimagine HR as a strategic driver of business success while expanding Massilva Consulting’s impact across growing companies in the United States and beyond. Outside of work, Francisca enjoys spending time with her family and creating lasting memories with her daughter. She especially loves New England summers, whether exploring coastal towns, visiting local beaches, discovering parks and farmers’ markets, or simply enjoying time outdoors together.

01What do you attribute your success to?
I attribute my success to a willingness to keep learning, take action, and genuinely care about the people and organizations I serve. I've never believed in waiting until everything is perfect. Growth comes from stepping outside your comfort zone, embracing challenges, and continuously finding better ways to create value.
02What’s the best career advice you’ve ever received?
"Done is better than perfect." Early in my career, I realized that waiting for the perfect plan often means missing valuable opportunities. The best career advice I ever received was to keep learning, take thoughtful action, and trust that experience will refine your path. That mindset ultimately gave me the confidence to launch Massilva Consulting and continue pursuing new opportunities for growth.
03What advice would you give to young women entering your industry?
My advice is simple: just do it. Don't let the pursuit of perfection keep you from getting started. It's easy to spend months perfecting the website, the logo, the branding, the colors, and every little detail, only to realize you never took the first step. Don't be afraid to make mistakes, because no career or business is built without them. The path won't always be smooth, but every challenge is an opportunity to learn and grow. Have the courage to take action, trust yourself, and keep moving forward.
04What are the biggest challenges or opportunities in your field right now?
One of the biggest challenges facing HR today is shifting the perception of the profession from a primarily administrative function to a true strategic business partner. Organizations are increasingly recognizing that people strategy directly impacts growth, culture, and business performance, but many still underutilize HR's potential.
At the same time, I see a tremendous opportunity. Advances in HR technology and AI are transforming how organizations hire, develop, and support their people, allowing HR professionals to spend less time on administrative work and more time driving strategic initiatives. The continued growth of remote and distributed teams has also created new opportunities for organizations to rethink leadership, employee experience, and how they attract talent beyond geographic boundaries.
05What values are most important to you in your work and personal life?
In my professional life, I value integrity, continuous learning, strategic thinking, and building genuine partnerships. I believe the best results come from earning trust, leading with empathy, and never losing sight of the people behind every business decision. In my personal life, family is my greatest priority. I value being present, creating meaningful memories with my daughter, and making time for the moments that matter most, no matter how busy life becomes.
