Ginger Clayton, DrBA, CPIP is a seasoned healthcare administration and program integrity leader with more than 24 years of experience in Medicaid eligibility auditing, compliance, and regulatory oversight. As Medicaid Eligibility Audit Lead at Analytica LLC, she leads eligibility audits for the Centers for Medicare & Medicaid Services (CMS), overseeing audit strategy, regulatory research, sampling validation, quality assurance, auditor development, and the preparation of findings and reports for states and U.S. territories. Her work is centered on safeguarding program integrity while ensuring Medicaid eligibility determinations comply with complex federal and state requirements. A Certified Program Integrity Professional (CPIP) and Doctor of Business Administration specializing in Healthcare Administration, she combines technical expertise with strategic leadership to strengthen public healthcare programs.

Before joining Analytica, Dr. Clayton spent nearly 12 years as Director of Member Audit at the Oklahoma Health Care Authority, where she built the agency's Medicaid eligibility audit program from the ground up. The program earned recognition from CMS as a "gold standard" and became a model sought by other states. She directed statewide audit operations, responded to federal and state reviews, led investigations involving Medicaid fraud, waste, and abuse, and advised executive leadership on compliance, risk management, and continuous process improvement. Earlier in her career, she served in the Oklahoma Department of Human Services, progressing from family support worker and Adult Protective Services specialist to program manager in the Office of Inspector General, where she conducted Medicaid, SNAP, and childcare audits while supervising specialized Medicaid programs.

Dr. Clayton's career reflects a lifelong commitment to public service, integrity, and protecting vulnerable populations. An eight-year veteran of the United States Marine Corps, she credits military service with shaping the discipline and ethical foundation that have guided her professional journey. She also holds a Master of Education with an emphasis in Gerontology and Adult Education, a bachelor's degree in Psychology, and an associate degree in Sociology. A member of the National Association for Medicaid Program Integrity (NAMPI), Dr. Clayton is passionate about mentoring future professionals, encouraging women to pursue education, maintain a healthy work-life balance, and build meaningful careers that improve healthcare systems and the lives of those they serve.

01What do you attribute your success to?

One of my proudest career achievements was developing the audit program at the Oklahoma Health Care Authority from the ground up. It became recognized as the "gold standard" and served as a model for other states. I also owe much of my success to the mentors who shaped my career—Rose Hopkins, who taught me the importance of thorough and accurate work, Sue Durrett, who showed me how to balance my professional and personal life, and my mother, who inspired my passion for service by encouraging me to volunteer in the gerontology field at an early age.

02What advice would you give to young women entering your industry?

I would encourage young women entering this field to build a strong educational foundation and take the time to understand both the opportunities and challenges of the profession. Prioritize a healthy work-life balance from the beginning, as burnout is a very real risk. Seek out mentors, develop a clear career plan, and equip yourself with the right tools and resources to achieve your goals with confidence.
