Heidi Chance is a highly respected law enforcement professional, nationally recognized trainer, and founder of A Chance for Awareness, with more than 25 years of service dedicated to combating human trafficking. She spent the majority of her career with the Phoenix Police Department, including 14 years as an undercover detective in the Human Trafficking Unit. In this role, Heidi uniquely operated in both undercover and investigative capacities—working on the streets posing as a prostitute to target traffickers and buyers, while also conducting forensic interviews with victims and building cases for prosecution. Her work has contributed to holding offenders accountable and securing significant sentences against traffickers.

Following her retirement from Phoenix PD, Heidi continued her mission in law enforcement as a special agent and now serves with the Arizona Attorney General’s Office, where she remains involved in human trafficking investigations. Recognizing the growing gap between the scale of the problem and available law enforcement resources, she launched A Chance for Awareness, a business focused on education and training. Through this platform, she provides critical training to law enforcement agencies—particularly encouraging and equipping female officers to step into undercover roles—while also educating communities on how trafficking operates and how to recognize it.

Heidi is also the author of Talk to Them, a guide designed to help parents have proactive and age-appropriate conversations with their children about trafficking and online safety. Driven by her belief that “an informed public equals an informed jury,” she is passionate about raising awareness as a powerful tool for prevention and justice. Her work extends beyond investigations to advocacy, public speaking, and community engagement, all centered on protecting vulnerable populations and empowering others to take action. Through her leadership and dedication, Heidi continues to make a lasting impact in the fight against human trafficking.

What do you attribute your success to?

I attribute my success to the power of awareness. When the public understands what human trafficking really looks like, it leads to more informed juries, which ultimately results in stronger prosecutions and meaningful outcomes for victims. I’ve seen firsthand how education can shift the trajectory of a case—from minimal sentences to offenders receiving decades or even life sentences. Those outcomes are what continue to motivate and sustain my work.

What advice would you give to young women entering your industry?

I would encourage young women to be intentional about their growth early on. Pursue education and any prerequisite training as soon as possible, and consider joining larger agencies that offer opportunities to move into specialized units. Take advantage of training courses, attend conferences, and seek out shadowing or temporary assignments to gain exposure to different areas of law enforcement. Building that experience not only strengthens your skills but also sets you apart when opportunities arise.

What are the biggest challenges or opportunities in your field right now?

One of the biggest challenges we face is the ongoing shortage of law enforcement personnel, combined with the complexity of trafficking cases. There are also instances where victims initially want to prosecute but later decide not to, which can allow traffickers to re-offend. Additionally, there has historically been a gap in understanding among jurors and even prosecutors when it comes to the realities of trafficking. However, there is also significant opportunity—through education and targeted training, we can build more informed juries and achieve stronger convictions. Improving survivor placement and aftercare is another critical area that can help prevent re-victimization and support long-term recovery.

What values are most important to you in your work and personal life?

The values that guide me are a commitment to education and awareness, a dedication to justice for victims, and a focus on practical service to survivors. I also strongly believe in training and equipping the next generation of investigators, because this work cannot be done alone. Everything I do is centered around making a lasting impact—both in holding offenders accountable and in supporting those affected by these crimes.
