About Hilda

Hilda Martinez is a respected code enforcement leader with more than 22 years of experience dedicated to improving the safety, quality, and livability of communities across Texas. She began her career in the 1990s in Brownsville, Texas, where she made history as the city's first female code enforcement officer, paving the way for future women in the profession. Today, she serves as a Code Enforcement Investigator for the City of Austin, leading the Short-Term Rental Team and overseeing both online and on-site investigations to ensure compliance with local regulations. Throughout her career, Martinez has approached code enforcement as an opportunity to educate and serve residents, emphasizing communication, active listening, and compassion over confrontation.

In addition to her investigative work, Martinez is a passionate educator and program innovator. For more than a decade, she has led the City of Austin's training academy, providing both classroom and field instruction as a certified instructor for new code enforcement professionals. She has developed several successful initiatives from the ground up, including the Repeat Offender Program, Code Connect, and the Short-Term Rental Program, all of which have strengthened the city's enforcement efforts and community engagement. Beyond Austin, she serves as a presenter and consultant for 4LEAF, Incorporated, sharing her expertise with municipalities across the country. Fluent in both English and Spanish, Martinez has also played a key role in public education and bilingual outreach, helping residents better understand municipal services and housing standards.

Martinez is deeply committed to advancing the profession through leadership, mentorship, and service. She is an active member of the American Association of Code Enforcement (ACE), Women in Code Enforcement and Development of Texas (WICED), the Code Enforcement Association of Texas (SEAT), Women Leaders in Code Enforcement, and the International Code Council's Educational Committee. She is especially passionate about mentoring administrative staff transitioning into code enforcement and inspiring young people to consider careers in local government. Drawing on her upbringing in a single-income household, Martinez credits her success to her ability to relate to the people she serves with humility and empathy. Her advice to the next generation is simple but powerful: never stop asking questions, stay confident, pursue professional certifications, and always remain open to new opportunities for growth

01What do you attribute your success to?

Because I can relate to the people in my community that I help and work with. I grew up in a single-income household with all the assistance that you can think of. I know what it's like living in a 3-bedroom house with my mother and siblings, no AC, and preferring the county with my grandmother. It's about being humbled and serviceable to neighbors, and understanding the community differences between city and county.

02What’s the best career advice you’ve ever received?

The best career advice she received was to never stop asking questions and staying humble, as municipal codes and ordinances frequently change.

03What advice would you give to young women entering your industry?

To be confident, recognize opportunities beyond traditional code enforcement roles, and seek certifications while leveraging their experience.

04What are the biggest challenges or opportunities in your field right now?

I believe the greatest opportunity right now is the ability to create, innovate, and bring new ideas to life. Throughout my career, I’ve focused on developing solutions and building programs that address specific needs. I’ve created three programs of my own and have had the opportunity to present and consult for Four Leaf out of California, allowing me to share my expertise and help others grow.

05What values are most important to you in your work and personal life?

The values that are most important to me are communication and the way I show up for others. I believe that how we communicate and the demeanor we bring into every interaction have a lasting impact. Building trust, showing respect, and approaching people with professionalism and authenticity are essential in both my work and personal life.
