About Ingrid
She is an accomplished municipal executive with more than two decades of experience leading people, programs, and organizational priorities in local government throughout California. As Assistant City Manager for the City of Thousand Oaks, she provides executive leadership across city operations, talent management, organizational culture, and key strategic initiatives, with a focus on strengthening organizational effectiveness and delivering high-quality public service.
Her career includes leadership roles with the cities of Oxnard and Santa Clarita. As Director of Cultural and Community Services for the City of Oxnard, she led community engagement efforts, policy analysis, and programs designed to strengthen connections between local government and the community. During more than fourteen years with the City of Santa Clarita, she advanced through a series of progressively responsible leadership roles, developing deep expertise in program evaluation, community services, organizational development, and leadership.
Her commitment to the local government profession extends beyond the organizations she has served. She has held several leadership roles with the Municipal Management Association of Southern California, including Executive Board member, Program Chair, and Region 5 Co-Chair.
Throughout her career, she has been recognized for her commitment to thoughtful leadership, community engagement, developing people, and building strong organizations. Her work reflects a belief that effective public service begins with capable leaders, healthy organizational cultures, and a clear connection between an organization’s values and the experience it creates for both employees and the communities they serve.
