About Irum

I am passionate about expanding equitable access to opportunity by strengthening public systems and fostering cross-sector collaboration. Through my work in public policy, I am interested in applying cross disciplinary research and insights to real world policy design and delivery. Through the Bloomberg Harvard City Hall Fellowship, I currently work with the City of Reno, Nevada, in the City Manager’s Office, supporting process improvement, program evaluation, and policy analysis to enhance institutional capacity for evidence-based decision-making. I also write regularly on Substack, where I reflect on decision-making, psychological safety, and change inside public institutions drawing from my work across cities and global organizations. I hold a Master's in Public Policy from Harvard Kennedy School where I have served as a Teaching Fellow for courses on public sector management, policy evaluation, and development delivery, and contributed to research on leadership, technology accountability, and public sector innovation. A first-generation college graduate from India, I am driven by a belief in the power of inclusive institutions to improve lives and expand opportunity for those furthest from it.
