Jacqueline Ponti-Lazaruk is a highly accomplished, mission-driven senior executive with over 35 years of experience in public service, including more than 20 years in senior leadership roles. She has spent the majority of her career focused on improving rural communities, most notably through her extensive tenure at the USDA Rural Development. There, she led the Innovation Center, established the agency’s first centralized Data Analytics and Evaluation function, and served as the inaugural Chief Risk Officer, implementing enterprise risk management and modernizing operations for a $233 billion loan portfolio. Jacqueline’s leadership is marked by her ability to translate complex data into actionable policy, streamline regulatory processes, and foster adaptive, high-performing teams.

Currently, Jacqueline serves as the Director of Government Affairs at Rural Community Assistance Partnership Incorporated, where she advocates for rural communities and coordinates national-level initiatives across six regions. Her work emphasizes ensuring access to federal programs and critical infrastructure investments, including water, wastewater, solid waste, and community facilities. She is recognized for her commitment to fact-based decision-making, operationalizing strategic vision, and designing empathetic, effective service solutions for rural populations. Her deep experience advising policymakers and Congress has made her a trusted voice on rural development, broadband, energy, and environmental initiatives.

What do you attribute your success to?

I attribute my success to being an empathetic yet decisive leader, capable of guiding teams with both understanding and clarity. I focus on building smart, adaptable teams that are aligned with the mission and equipped to tackle the challenges at hand. Maintaining a clear vision for where the organization is headed allows me to steer initiatives with purpose. Additionally, I approach obstacles with persistence, working strategically and diplomatically to develop thoughtful, well-planned solutions.

What’s the best career advice you’ve ever received?

The best career advice I’ve ever received came from a former administrator: to take a breath, step back, and allow situations to unfold. I was encouraged to let the facts speak for themselves, trusting that the truth will reveal itself in time. This guidance has taught me the value of patience, perspective, and thoughtful decision-making in both leadership and problem-solving.

What advice would you give to young women entering your industry?

My advice to young women entering this industry is to embrace the non-linear nature of a career. Treat your skills and degrees as a versatile toolbox, rather than a single-track roadmap, and be open to detours that provide growth and new perspectives. Approach others—especially your supervisors—with empathy and respect, as understanding their perspective helps build stronger, more effective relationships. Take the time to learn the operational side of organizations, from HR processes and position descriptions to IT and space management, as this knowledge is invaluable for effective leadership. Finally, plan for work-life balance and secure a strong personal support system if you aim to pursue senior leadership roles.

One of the biggest challenges and opportunities in my field right now is ensuring that rural issues remain at the forefront of policy and program development. It’s critical to foster a deep understanding of the unique needs, strengths, and challenges of rural communities, and to advocate for resources and strategies that reflect their importance within the broader landscape. Addressing this effectively presents an opportunity to create meaningful, lasting impact where it’s often most needed.
