Jennifer Perkins, CFM, is a public sector management consultant and Manager at Emergent Method, where she leads strategic initiatives focused on policy development, program implementation, stakeholder engagement, and organizational improvement. With more than 16 years of experience supporting local, state, and federal programs, she specializes in helping government agencies and communities navigate complex challenges through practical, scalable solutions. Her expertise spans disaster recovery, housing, infrastructure, resilience, broadband deployment, strategic communications, grants management, and cross-functional leadership.
Throughout her career, Jennifer has worked at the intersection of government, consulting, and community engagement, leading high-impact initiatives that strengthen public services and improve outcomes for the communities they serve. She has played a significant role in Louisiana's disaster recovery efforts following Hurricane Katrina and subsequent statewide recovery programs, while more recently helping advance broadband infrastructure initiatives across Louisiana. As a Certified Floodplain Manager, she combines operational expertise with strategic thinking to simplify complex policies, build consensus among diverse stakeholders, and develop repeatable processes that support long-term success.

01What do you attribute your success to?
I attribute my success to having a strong sense of purpose in every role I take on and remaining committed to making a meaningful difference through my work. I have learned to adapt to changing circumstances without compromising who I am, and I approach every challenge with resilience, compassion, and discernment. I believe success comes from staying focused on the people my work serves, remaining flexible, and never giving up, even when navigating complex problems or uncertain situations.
02What advice would you give to young women entering your industry?
I encourage young women to remain open to learning and personal growth throughout every stage of their careers. Never underestimate the value of humble beginnings or boots-on-the-ground experience, because those experiences provide the perspective needed to become an effective leader. Challenge yourself to step outside your comfort zone, learn from every opportunity, and stay connected to the people your work impacts. Most importantly, treat others with the same respect, empathy, and professionalism that you expect in return.
03What are the biggest challenges or opportunities in your field right now?
One of the greatest opportunities in public sector consulting is helping build resilient, scalable programs that create lasting value for communities. Initiatives such as broadband expansion and infrastructure investment present tremendous potential to improve access and quality of life. At the same time, organizations must overcome challenges including community skepticism stemming from previous disaster recovery experiences, securing stakeholder buy-in, navigating complex regulations, and ensuring public resources are used effectively. Success depends on thoughtful engagement, transparent communication, and applying lessons learned to deliver meaningful outcomes.
04What values are most important to you in your work and personal life?
The values that guide me are compassion, discernment, curiosity, clear communication, and practical problem-solving. I believe it is essential to remain human in the work I do by listening carefully, understanding different perspectives, and building meaningful relationships. I strive to lead with integrity, approach challenges thoughtfully, and develop practical solutions that help organizations and communities move forward together.
