About Josephine

Josephine Grey, MHS serves as Government Relations Manager for US Family Health Plan, a healthcare organization contracted through the Department of Defense to provide TRICARE Prime healthcare services to military families. In this role, she works with legislative leadership across New Jersey, southeastern Connecticut, southwest Pennsylvania, and the New York metropolitan area to educate officials about healthcare options available to military families, strengthen existing relationships, and develop new partnerships that support organizational growth. With a career centered on military service, healthcare, and advocacy, Grey is committed to ensuring that service members, veterans, and their families have access to quality healthcare and resources.

Grey retired from the U.S. Army in 2013 after 24 years of active-duty service, bringing a strong foundation of leadership, discipline, and service to her post-military career. She began in healthcare as a Health Benefits Consultant and advanced to Senior Health Benefits Consultant and Military Relations Manager before assuming her current government relations position in February 2025. She also serves as Vice President of National Guard Affairs for the Association of the United States Army (AUSA) Fort Dix Chapter. Beyond her professional responsibilities, Grey serves on the New Jersey Governor’s Veterans Service Council and the ROA National Health Affairs Committee, where she advocates for veterans’ TRICARE benefits and mental health services. Her military and community service has earned her recognition including the Military Outstanding Volunteer Service Medal, and she has volunteered with the Warrant Officer Association, Fort Dix Retiree Council, and the American Red Cross.

A strong advocate for lifelong learning and veteran wellness, Grey earned an associate’s degree in science and completed her bachelor’s degree while serving in the Army, followed by a Master’s in Health Services Administration from Strayer University in 2014. She is currently pursuing a Doctorate in Healthcare Administration at the University of Phoenix, with anticipated completion in 2027. Her doctoral research focuses on the behavioral health challenges combat veterans face, particularly barriers and stigma associated with accessing mental health services following deployment. Grey maintains active involvement with organizations including the Warrant Officer Doughboy Chapter, AUSA, American College of Healthcare Executives Network, AMSUS, Golden Key National Honor Society, Student Veterans of America, National Society of Leadership and Success, and SALUTE Veterans National Honor Society. Outside of her professional and academic commitments, she enjoys attending NFL football games, playing golf, traveling, and spending time along the Jersey Shore.

01What do you attribute your success to?

I attribute my success to the discipline, leadership, and perseverance I developed during my 24-year career in the U.S. Army, as well as my continued commitment to education and professional growth. My military experience, including graduating from Warrant Officer School in 2010 and earning both my associate’s and bachelor’s degrees while serving, provided a strong foundation for my career. In my current role as Government Relations Manager, I work with legislative leaders across four states, develop new partnerships, and support events that serve military families. I have continued to challenge myself professionally by pursuing a Doctorate in Healthcare Administration at the University of Phoenix, which I expect to complete between January and March 2027, with research focused on behavioral health challenges affecting combat veterans.

02What’s the best career advice you’ve ever received?

The best career advice I have received came through the mentorship of Vicki Sharp, who was a tremendous influence on my professional development and continues to inspire me following her passing. Her guidance taught me the importance of building meaningful professional relationships, staying engaged in organizations that support personal and professional growth, and using my experience to advocate for others. I have carried those lessons throughout my involvement with organizations including the Warrant Officer Doughboy Chapter, AUSA, the American College of Healthcare Executives Network, AMSUS, Golden Key National Society, Student Veterans of America, the National Society of Leadership and Success, and Salute National. Today, I serve on the ROA National Health Affairs Committee, where I advocate for veterans’ TRICARE benefits and mental health services, while continuing my education as a doctoral candidate in healthcare administration.

03What advice would you give to young women entering your industry?

My advice to young women entering this industry is to recognize that you have the ability to make a meaningful difference in the lives of others. Serving those who have served our country is both a tremendous responsibility and a rewarding opportunity, and veterans and their families deserve the highest quality of care and support. I encourage women to use their voices, pursue continued education, and advocate for issues that matter, which is why I am committed to representing veterans’ TRICARE benefits and addressing mental health challenges as I continue my doctoral studies in healthcare administration.

04What are the biggest challenges or opportunities in your field right now?

One of the biggest challenges and opportunities in my field right now is balancing the demands of pursuing my doctorate while working full time. Although managing both commitments requires discipline, organization, and effective time management, it also provides an opportunity for continued professional growth and allows me to expand my knowledge and skills in healthcare administration while applying what I learn directly to my work.

05What values are most important to you in your work and personal life?

The values that matter most to me in both my work and personal life are compassion, service, and making a meaningful difference in the lives of veterans and their families. I am especially passionate about addressing veterans’ mental health challenges, including the troubling rates of suicide among young veterans, and I strive to use my work to help ensure they have access to the support and resources they deserve. Outside of work, I enjoy attending NFL football games, playing golf, traveling, and spending time along the beautiful Jersey Shore beaches.
