About Judy
Judy Kosovich, J.D., is a lawyer, chemical engineer, policy analyst, and strategic planning consultant whose career spans more than four decades across government, law, energy, environmental policy, health, and emerging technologies. She earned a B.S. and M.S. in Chemical Engineering from the University of Wisconsin–Madison before pursuing her J.D. at The George Washington University, where she focused on patents, environmental law, and international issues. Licensed as a patent attorney, Judy has held significant federal roles with the U.S. Environmental Protection Agency, the Office of Technology Assessment, and the U.S. Department of Energy, where her work included energy, clean air, NEPA, international trade, technology transfer, and patents.
Throughout her career, Judy has developed broad interdisciplinary expertise in renewable energy, energy efficiency, environmental protection, food and agriculture, water, health policy, and emerging technologies. She has worked with nonprofit organizations, industry groups, trade associations, law firms, and entrepreneurial ventures, providing technical and legal insight as well as strategic guidance. Her professional experience includes contributing to early work related to the Montreal Protocol, advising on solar energy and other clean-energy technologies, and supporting health and wellness initiatives. She currently serves as a Senior Associate and Consultant with Washington DC Archangels, where she helps startups connect with investors and partners, supports strategic planning and agreements, and provides technology guidance, particularly in the health and energy sectors.
Beyond her professional work, Judy is deeply engaged in sustainability, creative expression, and community involvement. She has embraced an off-grid lifestyle and has explored practical approaches to energy conservation, solar power, rainwater collection, recycled building materials, and repurposing materials into artistic and functional projects. She also has a strong passion for dancing and enjoys connecting with people from diverse cultures and communities. Combining her scientific and legal background with creativity, curiosity, and a broad perspective, Judy approaches complex challenges as a problem-solver and strategic thinker, with a particular interest in work that can contribute to environmental sustainability, technological innovation, health, and broader social benefit.

01What do you attribute your success to?
I attribute my success to my humble upbringing in a Catholic family, where conserving energy and resources were deeply valued. This foundation inspired me to pursue a career in the federal government, driven by a desire to create the change I wanted to see in the world. I also credit a close friend who introduced me to art and spiritual energy, helping me develop a vision of harmony and a commitment to bringing positivity and light to others.
02What advice would you give to young women entering your industry?
My advice to young women is to stay curious, embrace innovation, and never be afraid to explore unconventional ideas. Build strong connections, keep learning, and look for opportunities to turn creative solutions into meaningful change. Most importantly, believe in your ability to make a difference and use your skills to create a more sustainable and positive future.
03What are the biggest challenges or opportunities in your field right now?
One of the greatest opportunities in my field has been the trust placed in me by colleagues who recognized my potential and integrity. A colleague from the Department of Energy encouraged me to step into a position he was leaving, confident that I would approach the role with honesty, dedication, and responsibility. Through my work as an adviser with Archangels, I have also had opportunities to connect with promising startups and contribute to their growth.
04What values are most important to you in your work and personal life?
The values most important to me are honesty, transparency, and effectiveness. I strive to live sustainably by conserving energy, repurposing materials, protecting the environment, and caring for nature. I also value healthy living, responsible energy use, and sharing my knowledge to help create a healthier and more sustainable future.
