Keosha Donald
Keosha Donald is a dynamic and passionate professional with extensive experience at the intersection of criminal justice, public policy, and human services. She currently serves as a Judicial Program Liaison at Blue Cross Blue Shield of North Carolina, supporting the Healthy Blue Care Together initiative—the state’s Medicaid plan for children, youth, and families involved with the child welfare and juvenile justice systems. In this role, Keosha acts as a consultant and strategic advisor, working closely with courts, law enforcement, schools, and social service agencies to ensure youth and families receive the support, resources, and community programs they need. She develops strategies to enhance healthcare access, life skills development, educational outcomes, and therapeutic interventions, helping youth successfully navigate the justice system and transition to stability.
Prior to joining Blue Cross, Keosha built a diverse career grounded in direct service and policy analysis. She began as a Probation and Parole Officer, where she provided hands-on supervision and support to justice-involved individuals, gaining firsthand insight into the balance between accountability and rehabilitation. She later joined the Council of State Governments Justice Center as a Senior Policy Analyst, leading multi-state initiatives under the Justice Counts project to develop data-sharing platforms and actionable policy insights for courts and agencies. These experiences, combined with her expertise in collaboration and stakeholder engagement, inform her approach to creating systemic improvements and meaningful outcomes for youth and families.
Beyond her professional work, Keosha serves as an Adjunct Professor at North Carolina Central University, where she teaches courses in juvenile justice and corrections. She is committed to mentoring the next generation of justice professionals, fostering critical thinking, compassion, and practical skills. Outside of work, Keosha is a devoted mother, enjoys music, and is pursuing hobbies like Mommy-and-Me tennis while reconnecting with her support system and friends. She attributes her professional success to prioritizing happiness, believing that fulfillment and passion are the true measures of achievement.
