About Kimberly

I began my federal career in 2006 as an intern with the Federal Aviation Administration through the Hispanic Association of Colleges and Universities internship program. I did two internships with the FAA and was able to land a job soon after. I started as an administrative assistant in the Office of Civil Rights to get my foot in the door, and from there I was promoted to Disability Employment Program Manager, where I was responsible for managing the agency's disability program, processing reasonable accommodation requests, and conducting outreach and recruitment for persons with disabilities. I also served as the Hispanic Employment Program Manager. After a detail with the Department of Education through an Executive Leadership Program where I learned about auditing grants for higher education, I went to the National Archives and Records Administration where I stood up an Affirmative Employment Program from the ground up and established a regional program with Special Emphasis Program Managers serving as liaisons across field offices. I then spent about six years at the U.S. Agency for International Development, where I worked in the Office of Human Resources as a recruiter with emphasis on Hispanics. I was hired there to stand up the Development Diplomats in Residence program, where I established partnerships with universities like Florida International University and managed the strategic plan and budget. I was promoted to serve as the Diversity, Equity, Inclusion, and Accessibility Advisor, where I sat on the executive team in Human Resources and was responsible for giving strategic direction and recommendations on policies, practices, and procedures. I also served as Special Assistant to the Chief Human Capital Officer. I currently work at the Department of Transportation Federal Transit Administration, where I was initially hired as the DEIA Advisor, but that role was eliminated by the current administration. Now I serve full-time as the inaugural Section 508 Compliance Officer, focusing on making information and communication technology accessible. My goal is to change the culture and go beyond what the regulation requires by training our workforce on how to make their work products compliant and creating awareness that accessibility should be applied always, not just for large audiences. I'm proud that the General Service Administration recently invited me to serve as a speaker at the Interagency Accessibility Forum to showcase best practices from a video remediation project I completed.

01What’s the best career advice you’ve ever received?

When I first got out of school, the key advice was just get your foot in the door. But if I expand on that, what has really helped me is being the person who volunteers for things that are not sexy, things that people are not interested in, and being curious to learn different aspects of the job, not only what I'm responsible for. For example, this week and last week, I took two different contracting trainings even though my job doesn't involve it, but I'm interested because I will eventually be auditing contracts to see if there are 508 deliverables included where there should be. Being open to expand, volunteering for opportunities in and outside of your organization, and being part of councils has been really important. I do it not only for the educational piece, but also for the relationship building. That's pretty big for me.

02What are the biggest challenges or opportunities in your field right now?

The challenges in my field when it comes to information and communication technology being accessible include the fact that not every agency has a full-time Section 508 coordinator or program manager dedicated to that role, so more dedicated support is needed. There's a degree of specialization where sometimes the person hired within an IT office mainly focuses on making sure public and internal websites are compliant, but Section 508 compliance is a big umbrella that includes videos, Word documents, email communications, posters, flyers, and any communication delivered through an electronic feature. Not every agency is resourced the same, and many agencies have representatives that wear multiple hats with this being just something additional, which impacts the level of compliance an agency can have. There's also a lack of formal training, as there isn't a specific certification for this role, and a lot of the training available is self-taught. Areas of opportunity include advocating to Congress for stronger compliance requirements and more guidance for federal agencies, including reporting requirements. Other opportunities include agencies acquiring an executive champion to ensure progress and resources, and creating councils like the one I formed at my agency where I meet quarterly with my executive champion and other leaders to provide updates, shed light on concerns, and make recommendations. I would love to see formal training and certification requirements, similar to how contract specialists have to take certain trainings to get certified.
