About Laura

Laura Capps serves as HR Manager for the City of Jersey Village, Texas, where she has worked since December 2021 and will transition to Director of HR in October. She manages all human resources functions for the organization, including employee relations, payroll, benefits, policies, procedures, and compensation, often as the sole HR professional supported by an intern. Capps brings nearly 15 years of experience to the role, having started her career in the oil and gas sector at CB&I as an intern before being hired as an HR coordinator. She earned her undergraduate degree in 2014 and completed a master's degree in August 2025 while working and raising her family. In 2023 she obtained her SPHR certification, the Senior Professional in Human Resources credential. Capps credits her professional growth to the support of her boss, who encouraged her to pursue certifications and advanced education, and she is motivated by a desire to set an example for her children.

01What do you attribute your success to?

My boss has really helped me and pushed me to grow. He encouraged me to get my certifications and my master's degree. I want to grow for my kids so they can be proud of me.

02What’s the best career advice you’ve ever received?

Don't take things personally. Be open and honest with every employee.

03What advice would you give to young women entering your industry?

Be transparent and open to new things, and don't let anybody tell you you can't do something, because you can.

04What are the biggest challenges or opportunities in your field right now?

Budget constraints is challenging because a lot of employees need a lot of things and sometimes it's hard when you have budget constraints.

05What values are most important to you in your work and personal life?

Honesty is really important. I'm a Christian and do a daily devotion. I lean on that a lot. People make mistakes and that's okay as long as you're honest about it.
