About Lavena
I've been working in local government for 27 years now. I started my career at San Francisco International Airport as a human resources analyst when they were opening the new international terminal. They were ramping up and doing lots of hiring to staff the new international terminal, and they needed HR support in order to do that. After the airport, I transitioned to a role with Public Utilities Commission where I was the Acting Labor Relations Manager. I think they were working on the water infrastructure project, and as Acting Labor Relations Manager, I assisted with labor negotiations as well as employment and labor relations matters with employees. Primarily, I focused on labor negotiations, and we had many unions that we interface with. In the city here, we have over 30 unions, and now it may be closer to 40. I've completed my master's degree in human resource management, which I received in 1995, and I'm currently a doctoral student working on my Doctorate of Business Administration, which I'm anticipating completing on May 28th, 2028. I think I will probably be rounding out my public service career and likely consulting in the industry post-retirement.
