Dr. Lindsey LaRocque, PhD, P.E., is an accomplished hydraulic and hydrologic engineer and serves as Interim Chief of Planning and Environmental for the U.S. Army Corps of Engineers (USACE), Charleston District. With nearly two decades of experience in water resources engineering, she leads complex initiatives focused on flood risk management, coastal resilience, and infrastructure safety across South Carolina and the broader Southeast.

Dr. LaRocque specializes in understanding and modeling flooding from coastal, riverine, rainfall, and compound sources. Her expertise includes dam and levee safety, failure analysis, and large-scale coastal protection projects, including serving as lead H&H engineer on major seawall and flood mitigation efforts for the Charleston peninsula. She also plays a key leadership role in the Silver Jackets program, collaborating with state, federal, and local partners to improve flood preparedness and resilience statewide.

Before joining USACE, Dr. LaRocque spent several years at the University of South Carolina as a Research Assistant Professor in water resources, where she conducted advanced research in hydraulics, hydrology, and computational modeling. She earned both her PhD and bachelor’s degree in civil engineering from the University of South Carolina and is a licensed Professional Engineer. Recognized for both technical excellence and leadership, she is an active member of professional organizations including ASCE, SAME, and the Society of Women Engineers, and is committed to mentoring the next generation of engineers while advancing resilient, mission-driven infrastructure solutions.

What advice would you give to young women entering your industry?

When your passion strikes, don’t suppress it — lean into it. Don’t let barriers or insecurities define what you think is possible for you. Take the time to truly understand who you are, trust your abilities, and keep pushing forward even when the path feels challenging.

What values are most important to you in your work and personal life?

The values that matter most to me are integrity, service, and perseverance. As a Professional Engineer, I’m committed to work that protects and serves communities. My family is my foundation — my parents were my first cheerleaders, and now I strive to model that same support for my two kids while staying active, having fun, and making time to recharge.
