Madisen N. Mrotek

Program Evaluation & Data Strategy Consultant
Delineate
Indianapolis, IN 46250

Madisen Mrotek is a multidisciplinary consultant whose work sits at the intersection of data, public health, and human-centered program design. She currently serves as a Program Evaluation and Data Strategy Consultant at Delineate, LLC, a boutique consulting firm where she focuses on the policy and programmatic implementation side of data-driven work. In this role, Madisen translates complex analytics into actionable solutions for government and private-sector clients, including state-led, federal subgrant programs such as her current work with the Indiana Broadband Office. Guided by a deep commitment to social justice and service, she is motivated by improving access and outcomes through thoughtful, community-centered programs rather than purely corporate pursuits. Madisen’s career is grounded in public health and epidemiology, with several years of experience at the Indiana Department of Health, where she served as a COVID-19 Epidemiologist, Primary Care Office Program Coordinator, and later as State Office of Primary Care Manager. These roles strengthened her expertise in health equity, program management, and systems-level problem solving. She joined Delineate after being inspired by a former undergraduate professor and programmatic chair who co-founded the firm—an opportunity that allowed her to combine her analytical background with her passion for forward-facing, implementation-focused work. She holds a Bachelor of Science in Public Health Epidemiology from Indiana University–Purdue University Indianapolis and earned a Master of Arts in Applied Psychology from The Chicago School, graduating with distinguished honors. Beyond her professional work, Madisen is a monthly donor to Gleaners Food Bank of Indiana, an advocate for animal rescue, and a devoted caregiver to her rescue pets; she is also proud of the global and community-centered work she supports through Delineate Consulting, including partnerships with YouCanFreeUs, the Penrod Arts Society, and the Zionsville Little League Challenger Division. Across roles and disciplines, she brings a collaborative spirit, evidence-based mindset, and unwavering focus on creating meaningful, lasting impact for communities and organizations.

Q

What do you attribute your success to?

I attribute my success to a lifelong commitment to social justice and service, rooted in a genuine love of humanity and a desire to improve the lives of others. My education, particularly through a public health and healthcare lens, strengthened that passion and continues to motivate me to focus on work that expands access and drives meaningful outcomes.

Q

What’s the best career advice you’ve ever received?

The best career advice I’ve ever received is to stay curious — curious about the people you serve, the people you disagree with, and the lives you don’t yet understand — because curiosity keeps the heart open and has a way of carrying you toward paths and possibilities you never could have planned.

Q

What advice would you give to young women entering your industry?

Trust your inner voice and take up space—your ideas are worth hearing, and you belong in whichever field you feel called to. Stay true to who you are and know that you can pursue any path or industry you choose.

Q

What are the biggest challenges or opportunities in your field right now?

In a landscape where organizations often struggle to translate complex data into meaningful, actionable strategies, one of the biggest challenges — and opportunities — in my field lies in bridging that gap by crafting solutions that are not only analytically rigorous but also practical, sustainable, and deeply aligned with mission-driven impact. From public health and government to nonprofit and private sector partners, we live in a data-driven world.

Q

What values are most important to you in your work and personal life?

In my personal life, the values that matter most to me are honesty, kindness, integrity, justice, and loyalty. I try to live these values quietly and consistently, by being dependable, leading with compassion, and standing by the people and principles I care about.
