Marlene Vazquez-Underdown, CHST, CSSM, is a seasoned construction and safety professional with extensive experience in contract modifications, estimating, and health and safety management. Currently serving as a Specification Writer (Estimator) with the Naval Facilities Engineering Systems Command (NAVFAC), she oversees contract compliance, quality control, and safety management for large-scale civil, marine, and commercial construction projects. Her expertise spans underground utility installations, waste water treatment plants, industrial facilities, and complex demolition and remediation projects, including asbestos and lead abatement.

With a career rooted in safety and environmental management, Marlene has held leadership roles with Orion Marine Construction, Archer Western Contractors, and Condotte America, among others. She has consistently demonstrated her ability to implement site-specific safety programs, manage workers’ compensation and risk, and mentor and train staff to cultivate safe and productive workforces. Her dedication to excellence is reflected in numerous awards, including multiple zero-recordable safety milestones at Mayport Naval Station.

Marlene holds an Associate of Science in Occupational Safety and Health from Columbia Southern University and has completed specialized construction safety science programs through Florida Atlantic University. Beyond her professional work, she is actively involved in animal welfare, volunteering as a transporter, rescuer, and foster parent with Buddies Through Bullies. Marlene combines technical expertise, leadership, and a commitment to safety and community in every aspect of her career.

What’s the best career advice you’ve ever received?

The best career advice I’ve ever received came from two mentors who shaped my approach to work and growth. Robert Capelli encouraged me to pursue my degree in Safety and Health and get involved in extracurricular activities, showing me the value of continuous learning. Enrique Espino pushed me to always do my best and once told me, “Marlene, I didn’t hire you to bring me your problems, I hired you to solve mine,” which taught me to take ownership and focus on solutions.

What advice would you give to young women entering your industry?

My advice to young women entering this industry is to always maintain respect, even if it isn’t reciprocated, and uphold your professionalism regardless of gender. Never use your gender for leverage, and always protect your honor and dignity—these principles will carry you further than any shortcut ever could.

What values are most important to you in your work and personal life?

The values most important to me in both my work and personal life are compassion, care, and stewardship. I deeply enjoy spending time on my land with my animals—from donkeys and goats to chickens and baby chicks—and I’m passionate about animal rescue and raising animals responsibly. These experiences remind me to nurture, protect, and give back, both at home and in my professional life.
