About Miranda
Miranda Burnett is a seasoned regulatory compliance professional who recently served as Manager of Regulatory Compliance at Delta Dental of California, where she has built a 21-year career dedicated to ensuring integrity, privacy, and regulatory alignment across the organization. With a total of 26 years of experience in the dental industry—including early hands-on work in a dental office—she brings deep operational understanding to the evolving landscape of dental benefits administration, claims processing, and healthcare regulation. Her expertise spans Medicare Advantage requirements, Medicaid utilization analysis, fraud, waste, and abuse investigations, as well as HIPAA and state privacy law compliance. She holds a Bachelor of Science in Business Administration from the University of Phoenix and a Master of Science in Law (MSL) in Government Law and Policy from the University of the Pacific McGeorge School of Law. Throughout her career, she has held progressively senior roles within Delta Dental, advancing from claim processing to senior compliance analyst and ultimately to her first leadership position as a Manager of Regulatory Compliance. In that role, she oversaw compliance and privacy teams responsible for regulatory change management, ethics initiatives, training programs, and risk assessment support across the enterprise. Miranda recently moved to a new position as Manager of Oral Health Initiatives where she serve in a more strategic and innovative role helping to shape programs that advance oral health and community wellbeing while supporting innovation across the organization. Beyond her technical expertise, Miranda is recognized as a collaborative leader who values integrity, resilience, and cross-functional partnership. Rather than viewing change as an obstacle, she sees it as an opportunity to learn, adapt, and innovate. Outside of work, she values time with her son and friends, enjoying outdoor activities such as snowboarding in the winter and spending time near the ocean and other bodies of water in the summer.

01What do you attribute your success to?
I attribute my success to perseverance and resilience, as well as consistently showing up and doing what needs to be done to the best of my ability. I remain committed to staying grounded in my values and maintaining personal integrity, which guides how I approach both challenges and opportunities.
02What’s the best career advice you’ve ever received?
I don't know that it so much has been any specific advice that someone has given me. Rather, I believe it has been the advocacy that, specifically one of my former leaders but several others in my life as well, that just really believed in me, advocated for me, and really pushed me in ways that I otherwise never would have even considered were things that I was capable of doing. It has really been that kind of encouragement, pushing, and confidence that my own leaders have had in me that has been the most meaningful.
03What advice would you give to young women entering your industry?
My advice to young women entering any industry is to not limit themselves and to stay open to all possibilities. Early in my career, I never imagined I would have achieved as much as I have, and that experience has shown me that growth often goes far beyond what we initially think is possible. Believing in your ability to learn, adapt, and push through challenges can open doors you may not have expected, so I encourage them to stay confident, keep learning, and trust their own potential.
04What are the biggest challenges or opportunities in your field right now?
In regulatory compliance, one of the biggest challenges I face is the constant pace of change, particularly in healthcare privacy regulations and the rapid emergence of new technologies such as AI. Keeping up with the volume and frequency of regulatory updates is already demanding, and it is further complicated by the fact that the dental industry often trails behind the broader medical field in adopting advanced technologies. This gap can make it more difficult not only to stay compliant but also to proactively leverage innovation as a competitive advantage. At the same time, it presents an opportunity to lead through adaptation by embracing change early, integrating technology thoughtfully, and strengthening compliance practices to remain both competitive and effective in a rapidly evolving landscape.
05What values are most important to you in your work and personal life?
Honesty is one of my core values, both in my work and personal life. I prioritize staying true to who I am and consistently choosing to do the right thing, even when it is difficult.
