About Miranda
Miranda Burnett is a seasoned regulatory compliance professional serving as Manager of Regulatory Compliance at Delta Dental of California, where she has built a 26-year career dedicated to ensuring integrity, privacy, and regulatory alignment across the organization. With a total of 31 years of experience in the dental and healthcare industry—including early hands-on work in a dental office—she brings deep operational understanding to the evolving landscape of dental benefits administration, claims processing, and healthcare regulation. Her expertise spans Medicare Advantage requirements, Medicaid utilization analysis, fraud, waste, and abuse investigations, as well as HIPAA and state privacy law compliance.
She holds a Bachelor of Science in Business Administration from the University of Phoenix and a Master of Laws (LL.M.) in Government Law and Policy from the University of the Pacific McGeorge School of Law. Throughout her career, she has held progressively senior roles within Delta Dental, advancing from surveillance and utilization review to senior compliance analyst and ultimately to her current leadership position. In her role today, she oversees compliance and privacy teams responsible for regulatory change management, ethics initiatives, training programs, and risk assessment support across the enterprise.
Beyond her technical expertise, Miranda is recognized as a collaborative leader who emphasizes integrity, accountability, and cross-functional partnership in her work. She actively monitors regulatory shifts and emerging issues—including the impact of new technologies such as artificial intelligence on healthcare compliance—to keep her organization ahead of industry change. Outside of work, she values time with her son and family, enjoying outdoor activities such as snowboarding in the winter and spending time near the ocean and other natural settings.

01What do you attribute your success to?
I attribute my success to perseverance and resilience, as well as consistently showing up and doing what needs to be done to the best of my ability. I remain committed to staying grounded in my values and maintaining personal integrity, which guides how I approach both challenges and opportunities.
02What’s the best career advice you’ve ever received?
I don't know that it so much has been any specific advice that someone has given me. Rather, I feel like it has been the advocacy that, you know, especially one of my former leaders really had for me, and several leaders in my life that I've had that have just really believed in me and advocated for me, and really pushed me, you know, in ways that I otherwise never would have even considered, you know, things that I was capable of doing. So, I think it's more has been that kind of encouragement and pushing and that belief that my own leaders have had in me that has been the most meaningful.
03What advice would you give to young women entering your industry?
My advice to young women entering my industry is to not limit themselves and to stay open to all possibilities. Early in my career, I never imagined I would have achieved as much as I have, and that experience has shown me that growth often goes far beyond what we initially think is possible. Believing in your ability to learn, adapt, and push through challenges can open doors you may not have expected, so I encourage them to stay confident, keep learning, and trust their own potential.
04What are the biggest challenges or opportunities in your field right now?
In regulatory compliance, one of the biggest challenges I face is the constant pace of change, particularly in healthcare privacy regulations and the rapid emergence of new technologies such as AI. Keeping up with the volume and frequency of regulatory updates is already demanding, and it is further complicated by the fact that the dental industry often trails behind the broader medical field in adopting advanced technologies. This gap can make it more difficult not only to stay compliant but also to proactively leverage innovation as a competitive advantage. At the same time, it presents an opportunity to lead through adaptation by embracing change early, integrating technology thoughtfully, and strengthening compliance practices to remain both competitive and effective in a rapidly evolving landscape.
05What values are most important to you in your work and personal life?
Honesty is one of my core values, both in my work and personal life. I prioritize staying true to who I am and consistently choosing to do the right thing, even when it is difficult.
