Novia Maduro
Novia Maduro is a seasoned national security and intelligence professional, military veteran, and former law enforcement officer with over 25 years of experience in public service. She currently serves as Director of the Foreign Engagement Office within the U.S. Department of Homeland Security, Office of Intelligence and Analysis, where she oversees foreign engagements and relationships with international partners—including allies and Five Eyes partners—and manages the foreign release and disclosure program for DHS’s intelligence component. Novia has a proven track record in leading strategic initiatives, managing large teams, and transforming complex programs to align with organizational goals and ensure mission success.
Her career reflects a deep commitment to service and leadership development. Beginning as a special agent with the Florida Department of Law Enforcement in 2001, Novia spent 17 years in state and local law enforcement before transitioning to federal service in 2015 with the Office of the Inspector General. She joined DHS’s Office of Intelligence and Analysis in 2017 as a program manager for a counterintelligence program, later serving as senior advisor to the Undersecretary. Following a naval deployment with Joint Special Operations, she was tasked with revamping and leading the Foreign Engagement Office. A commissioned military officer with expertise in intelligence, targeting, and weapons, she has led large operational teams—including approximately 300 personnel during a challenging deployment and withdrawal period.
Novia’s leadership philosophy centers on people-first management, service-driven impact, and practical mentorship. She serves as DC Chapter Lead for TF-7294, organizes events and scholarships supporting veterans, and participates in organizations such as the Military Order of the Carabao and women’s empowerment groups. In addition, she is the founder of A’Charcuterie Boards, a small luxury catering business. Across her professional, volunteer, and entrepreneurial pursuits, Novia is guided by a commitment to excellence, community, and empowering others to achieve their full potential.

What do you attribute your success to?
Hard work, mentorship, learning from failures by treating them as opportunities to improve, people-first leadership, and seizing opportunities when they arise.
What advice would you give to young women entering your industry?
There is no challenge too small to tackle, so I encourage young women entering this industry to seize every opportunity and approach new challenges head-on. Seek out mentorship and lean on experienced advisors, listen to your body, and balance your professional ambitions with your wellbeing. Equally important, invest in and support the people around you mentoring others not only strengthens them but multiplies collective success.
What are the biggest challenges or opportunities in your field right now?
The field needs fresh eyes and innovation to address evolving counterintelligence threats and other complex problem sets. While technology (AI, robotics) is growing, sustaining strong human relationships and people-focused leadership remains essential.
