Pamela Doty is a highly experienced policy professional with a distinguished career spanning over four decades in public service. She served as a Senior Policy Analyst at the U.S. Department of Health and Human Services from 1980 until her retirement in May 2025, contributing nearly 45 years of expertise in health and social policy. During her tenure, Pamela played a pivotal role in shaping initiatives that improved access, equity, and outcomes within the U.S. healthcare and social services systems.

Following her retirement from federal service, Pamela joined The Self-Direction Center as a Senior Advisor in December 2025. In this role, she provides strategic guidance to the organization’s leadership, advising on research initiatives and policy development that promote self-directed care and empower individuals to manage their own services. Her work continues to influence the nonprofit and social insurance fields, reflecting her long-standing commitment to policy innovation and public service.

Pamela holds both a Master’s and Ph.D. in Sociology from Columbia University, where she cultivated her deep understanding of social systems and public policy. She is also a respected member of the National Academy of Social Insurance, recognizing her contributions to research, policy analysis, and the broader social safety net. Throughout her career, Pamela has been dedicated to advancing knowledge and practice in health and social policy, leaving a lasting impact on the organizations and communities she has served.
