Phyllis Lubinski

With more than 20 years of experience in the legal profession, Phyllis Lubinski has built a career defined by integrity, organization, and public service. She currently serves as Administrator for the Judicial Evaluation Committee at the Chicago Bar Association, where she coordinates volunteer attorneys, organizes judicial evaluation hearings, manages ballots and candidate files, and oversees the timely publication of evaluation findings that help educate voters during judicial elections. Her work plays a vital role in supporting a transparent, fair, and well-documented judicial evaluation process that strengthens public confidence in the courts.

Before transitioning into judicial administration, Phyllis spent two decades as a trial litigation paralegal specializing in insurance defense, supporting attorneys through every phase of complex civil litigation. Her legal career was inspired at an early age after her family's Italian-American restaurant was destroyed by a fire when she was in third grade. Observing the attorneys, judges, and legal proceedings that followed sparked a lifelong interest in the justice system and ultimately led her to earn a bachelor's degree in Political Science and Paralegal Studies from Roosevelt University. Throughout her career, she has become known for her exceptional attention to detail, strong organizational skills, and ability to build collaborative relationships across the legal community.

Phyllis attributes her success to persistence, hard work, and a commitment to honesty and integrity. She believes meaningful relationships are the foundation of effective leadership and credits her ability to bring people together as one of her greatest professional strengths. Selected to be featured in the 2026 edition of Influential Women representing Chicago, Illinois, she remains dedicated to supporting judicial excellence and public trust in the legal system.
