About Rachael
Rachael Marshall, MBA is an accomplished Human Resources and Employee/Labor Relations leader with 13 years of experience advancing workplace strategies, strengthening organizational culture, and delivering people-centered HR solutions within public sector organizations. She currently serves as Human Resources Director III at the Minnesota Department of Health, where she provides strategic leadership for employee and labor relations initiatives, including collective bargaining, workplace investigations, conflict resolution, performance management, policy development, and compliance. Known for her integrity, strategic mindset, and ability to navigate complex workplace matters, Rachael is dedicated to fostering fair, equitable, and collaborative environments where employees and organizations can thrive. Rachael has built a distinguished career through progressive leadership roles across several Minnesota state agencies, including the Minnesota Department of Corrections, Minnesota Department of Transportation, Department of Human Services, and Minnesota Department of Health. Her diverse experience has equipped her with extensive expertise in labor relations, employee engagement, mediation, and organizational effectiveness. She believes that exceptional leadership is rooted in character, sound decision-making, accountability, and the ability to build trust rather than simply being the most visible voice in the room. Through her leadership, Rachael continues to champion transparent communication, thoughtful problem-solving, and workplace practices that support both employees and organizational goals. A strong advocate for continuous learning and professional growth, Rachael holds an associate degree in Paralegal Studies, a bachelor’s degree in Psychology and Criminal Justice from the University of Wisconsin-River Falls, and a Master of Business Administration (MBA) in Workforce Development from Concordia University-St. Paul, completed in 2016. She has further expanded her expertise through professional certifications in workplace mediation, conflict facilitation, and Mental Health First Aid. Beyond her professional achievements, Rachael values time spent with her husband and four children, enjoying outdoor activities such as hiking, camping, and boating. 01What do you attribute your success to?
I attribute my success to a combination of determination, curiosity, authenticity, and the support of colleagues and mentors who have been part of my professional journey. I have always valued the importance of listening, observing, and taking the time to understand different perspectives, especially when navigating complex situations. Building trust and creating meaningful connections have been central to my approach, allowing me to effectively collaborate, solve challenges, and develop solutions that positively impact the organizations and people I serve. My commitment to continuous learning, staying true to my values, and approaching each opportunity with openness and empathy has been key to my growth and success.
02What’s the best career advice you’ve ever received?
The best career advice I have ever received is not to confuse confidence with readiness. I have learned that waiting until I feel completely prepared can sometimes hold me back from pursuing meaningful opportunities. Growth often comes from stepping outside of my comfort zone, embracing new challenges, and trusting in my ability to learn and adapt along the way. I encourage others to take opportunities as they arise, even when they may not feel fully ready, because confidence is built through experience, perseverance, and a willingness to continue growing.
03What advice would you give to young women entering your industry?
My advice to young women entering the industry is to remain authentic and true to themselves rather than feeling pressured to conform to expectations or stereotypes. Every organization needs different types of leaders, and the most successful teams are built by individuals who bring their unique strengths, perspectives, and talents to the table. I encourage women to embrace who they are, recognize the value they bring, and seek opportunities where their natural abilities and leadership style are appreciated. By staying genuine, continuing to grow, and finding environments where they can thrive, they can make a meaningful impact while building a fulfilling and successful career.
04What are the biggest challenges or opportunities in your field right now?
One of the biggest challenges and opportunities in my field right now is navigating the evolving role of Human Resources in an increasingly technology-driven workplace. The growth of artificial intelligence and new digital tools presents opportunities to improve efficiency and decision-making, but it is essential that we continue to prioritize the human element of HR. I believe the future of HR lies in being strategic, people-centered partners who help organizations and employees succeed, rather than being viewed solely as a compliance function. Throughout my career, I have seen the importance of creating fair, transparent processes that support both leadership and employees. My journey from working in corrections to building a career in HR has reinforced my passion for helping organizations navigate complex workplace challenges while fostering trust, fairness, and a positive employee experience.
05What values are most important to you in your work and personal life?
Integrity and authenticity are the values I hold most important in both my professional and personal life. To me, integrity means doing the right thing, even when it is challenging or when no one is watching. It is about staying true to my principles, acting with fairness, and making decisions that reflect honesty and accountability. Authenticity means having the courage to be myself, embracing my unique perspective, and showing up with openness and sincerity in every interaction. These values guide how I build relationships, navigate challenges, and contribute positively to the people and organizations around me.
