Her Story

About Rachel

Rachel Meng is an Implementation & Onboarding Manager specializing in government technology software solutions that support permitting and digital transformation for local governments and municipalities. In her current role at Accela, she oversees the full client onboarding lifecycle—from early solution evaluation through implementation and go-live—managing multiple enterprise accounts simultaneously. She is known for consistently achieving a 100% onboarding completion rate while coordinating complex stakeholder environments that include executives, IT teams, and end users.

She brings a strong foundation in public sector operations, having spent several years at the City of Orlando as a permit technician and customer service supervisor during a major digital permitting transformation. This hands-on experience working within government systems led her into the software industry, where she transitioned into roles in support, training, and quality assurance with OpenCounter and later Euna Solutions before moving into implementation leadership at Accela. Across these roles, she has developed expertise in client onboarding, software implementation, technical support, QA processes, and cross-functional collaboration, contributing to measurable improvements in training completion rates and support efficiency.

Rachel earned a bachelor’s degree in Integrated Business from the University of Central Florida, graduating cum laude, and also participated in a study abroad program in Sydney, Australia. She is fluent in Mandarin Chinese and English and is also proficient in Taiwanese. Outside of her corporate responsibilities, she is involved in community service through Make-A-Wish Central and Northern Florida and is a member of the National Society of Leadership and Success. She is also engaged in volunteer outreach through her faith community and maintains a strong commitment to service, education, and continuous professional growth.

Her Interview

Ten minutes with Rachel

01What do you attribute your success to?

I attribute my success to persistence and consistency, along with a willingness to learn from failure. I also believe creative problem-solving and thinking outside the box have helped me overcome challenges and close gaps in complex implementation work.

02What’s the best career advice you’ve ever received?

The best career advice I’ve received is that my worth is not defined by the number of hours I work. I’ve learned not to equate my value with an eight-hour workday, but instead to focus on impact and contribution.

03What advice would you give to young women entering your industry?

I would tell young women to be eager learners and take the time to understand the tools and knowledge needed for the job. At the same time, it’s important to stay true to yourself and make sure the work you choose is something you genuinely enjoy.

04What are the biggest challenges or opportunities in your field right now?

One of my biggest personal challenges has been balancing passion and compassion with professionalism, so that my energy doesn’t overwhelm others. From a broader perspective, the biggest opportunity in my field is the ongoing digital transformation in government permitting systems, which continues to create room for innovation and improvement.

05What values are most important to you in your work and personal life?

Integrity, honesty, and love are the values most important to me in both my work and personal life.
