Rachel Hornby Oubre

Rachel Oubre is a dedicated Special Education Case Manager at Louisiana Key Academy, where she leads with compassion, organization, and a deep commitment to student success. With years of experience across various educational settings, Rachel has built a reputation for her ability to connect with students, families, and educators alike. In her current role, she oversees campus enrollments, develops and manages Individualized Education Programs (IEPs) and 504 Plans, and facilitates evaluation processes to ensure every child receives the support they need to thrive. Her leadership extends beyond case management, as she also collaborates on school improvement initiatives and mentors staff through professional development.
Before joining Louisiana Key Academy, Rachel served as an Educator with Imagine Learning and as an English Second Language Teacher with VIPKid, where she gained valuable experience in online instruction and virtual classroom engagement. Earlier in her career, she taught kindergarten in the Tangipahoa Parish School System, where she designed and implemented engaging lessons tailored to meet diverse learning needs. Across each position, Rachel has demonstrated exceptional planning, multitasking, and communication skills—qualities that have allowed her to create positive learning environments and foster growth for all her students.
A proud alumna of Southeastern Louisiana University, Rachel earned her Master of Education in Special Education and Teaching, graduating Summa Cum Laude. Her academic excellence was recognized through multiple honors, including placement on the President’s List for five semesters, the Dean’s List for two, and the Progression Scholarship for two years. Driven by a passion for inclusive education and lifelong learning, Rachel continues to make a meaningful impact in the lives of students and families, shaping an educational environment that celebrates growth, understanding, and achievement for every learner.

What do you attribute your success to?
I attribute my success to the unwavering support of my parents and family, as well as the strong educational foundation I received.
What’s the best career advice you’ve ever received?
The best career advice I’ve ever received came from my father. He told me, “Do something you love, and you’ll never work a day in your life.” He also reminded me that when God closes one door, He always opens another.
What advice would you give to young women entering your industry?
My advice to young women entering this industry is to expect the unexpected and be prepared for anything. Always put learning first, stay grounded in your purpose, and practice patience and acceptance along the way. I also live by the three P’s: Passion, Purpose, and Patience—they are the keys to long-term success and fulfillment.
What are the biggest challenges or opportunities in your field right now?
One of the biggest challenges in my field right now is managing behavioral issues in traditional classroom settings. It’s also essential to ensure that everything offered to a child aligns with educational standards and best practices. Additionally, navigating interactions with disgruntled parents or co-workers can be difficult at times, but it’s important to stay focused on what truly matters—the well-being and success of the child.
What values are most important to you in your work and personal life?
The values most important to me, both in my work and personal life, are honesty, integrity, kindness, and empathy. I believe these principles create a strong foundation for meaningful relationships and guide me to make decisions that positively impact others.
