Rachel Oubre is a dedicated English Learner (EL) Teacher at Livingston Parish Public Schools, where she supports multilingual students through intentional language instruction, advocacy, and a strong commitment to academic success. With experience spanning in-person, virtual, and intervention-based educational settings, Rachel is known for building meaningful connections with students, families, and colleagues while fostering inclusive, language-rich learning environments.


In her current role, Rachel delivers targeted English language development instruction, monitors student progress through data-informed practices, and collaborates with classroom teachers to implement accommodations and strategies that promote language acquisition and content mastery. She works closely with families and school teams to ensure English learners receive equitable access to curriculum, assessments, and support services that empower them to thrive academically and socially.


Prior to joining Livingston Parish Public Schools, Rachel served as a Special Education Co-Coordinator at Louisiana Key Academy, where she helped lead and manage the special education department. In this role, she oversaw IEPs and 504 Plans, coordinated evaluations, and supported schoolwide improvement initiatives and professional development, ensuring that all students received the services and accommodations they needed to succeed. She also brings valuable experience from her work as an Educator with Imagine Learning and as an ESL Teacher with VIPKid, where she developed expertise in differentiated instruction, virtual engagement, and language-focused pedagogy. Earlier in her career, Rachel taught kindergarten in the Tangipahoa Parish School System, designing developmentally appropriate lessons to meet diverse learner needs.


Across every role, Rachel has demonstrated exceptional organization, instructional planning, and communication skills—strengths that allow her to effectively support students from varied linguistic and educational backgrounds. She holds a Master of Education in Special Education and Teaching from Southeastern Louisiana University, where she graduated Summa Cum Laude. Her academic achievements include five semesters on the President’s List, two semesters on the Dean’s List, and receipt of the Progression Scholarship for two years.

Driven by a passion for equity, language access, and lifelong learning, Rachel remains committed to creating supportive educational spaces that honor students’ identities and promote confidence, growth, and achievement for every learner.

I attribute my success to the unwavering support of my parents and family, as well as the strong educational foundation I received.

What’s the best career advice you’ve ever received?

The best career advice I’ve ever received came from my father. He told me, “Do something you love, and you’ll never work a day in your life.” He also reminded me that when God closes one door, He always opens another.

What advice would you give to young women entering your industry?

My advice to young women entering this industry is to expect the unexpected and be prepared for anything. Always put learning first, stay grounded in your purpose, and practice patience and acceptance along the way. I also live by the three P’s: Passion, Purpose, and Patience—they are the keys to long-term success and fulfillment.

What are the biggest challenges or opportunities in your field right now?

One of the biggest challenges in my field right now is managing behavioral issues in traditional classroom settings. It’s also essential to ensure that everything offered to a child aligns with educational standards and best practices. Additionally, navigating interactions with disgruntled parents or co-workers can be difficult at times, but it’s important to stay focused on what truly matters—the well-being and success of the child.

What values are most important to you in your work and personal life?

The values most important to me, both in my work and personal life, are honesty, integrity, kindness, acountability and empathy. I believe these principles create a strong foundation for meaningful relationships and guide me to make decisions that positively impact others.
