About Rae

Rae Lineberry is a municipal planning professional and Lead Planner for the City of San Angelo, where she is dedicated to shaping sustainable, practical, and community-focused development initiatives. Since transitioning into the planning field in 2019, she has combined her background in computer science with expertise in Geographic Information Systems (GIS), zoning, project planning, and land-use policy. Her work includes researching state laws and city ordinances, evaluating development proposals, preparing presentations for planning boards, and engaging residents through public meetings to ensure thoughtful and transparent community growth.

Throughout her career with the City of San Angelo, Rae has progressed from Development Services Technician to Senior Planner and now Lead Planner, reflecting her commitment to public service and professional excellence. One of her most significant accomplishments was leading a year-long collaborative effort to develop updated residential zoning ordinances designed to expand middle-income housing opportunities. Following extensive research, stakeholder collaboration, and committee coordination, the ordinance was approved by the City Council, marking a major milestone in advancing affordable and accessible housing within the community. She is also a member of the American Planning Association and is currently pursuing the American Institute of Certified Planners (AICP) certification to further strengthen her expertise.

Rae earned a Bachelor of Science in Computer Science from Park University, where she graduated with distinction and received the National Engaged Leader Award. She also holds an Associate of Arts in Criminal Justice from Northwest Florida State College. Beyond her professional responsibilities, Rae is an active community volunteer, serving as an Assistant Troop Leader with the Girl Scouts and previously leading fundraising efforts for the American Cancer Society's Relay for Life. Guided by a philosophy of collaboration, continuous learning, and service, she remains committed to creating planning solutions that improve neighborhoods, strengthen communities, and enhance the quality of life for residents.

01What do you attribute your success to?

I attribute my success to hard work, perseverance, and a commitment to making a meaningful impact.

02What’s the best career advice you’ve ever received?

You can have a successful career in any field that you want regardless of being male dominated as she has had many mentors inspire her along the way.

03What advice would you give to young women entering your industry?

You can work hard and make the difference and inspire other women and to be an amazing mentor to others as well, she also received an award at graduation

04What are the biggest challenges or opportunities in your field right now?

One of the biggest challenges in my field is being the only female in my department. It requires continually proving my expertise, building credibility, and overcoming gender-related barriers while leading effectively. At the same time, it presents an opportunity to break stereotypes, inspire other women to pursue careers in the field, and help foster a more diverse and inclusive workplace.

05What values are most important to you in your work and personal life?

The values most important to me are hard work, making a positive impact, and inspiring others. I am passionate about creating meaningful change in my community while motivating more women to pursue careers in this male-dominated field. Family is at the center of my life, and I cherish spending quality time with my children whenever I'm not working. I also enjoy relaxing with diamond painting projects and reading a good book.
