About Rosalie

Rose Wenceslao is the CEO and President of RILCO Insurance Services, an accomplished insurance broker, financial consultant, and community leader with more than two decades of experience across insurance, healthcare, finance, retirement planning, and real estate. Since establishing her brokerage in 2009, Rose has dedicated her career to helping individuals, families, seniors, and businesses navigate complex insurance and financial decisions with greater clarity and confidence. Her areas of expertise include Medicare, individual and family health insurance, group plans, life insurance, retirement planning, financial products, and long-term financial strategies. She takes a personalized approach to understanding each client’s circumstances and developing solutions designed to support their health, financial security, and future goals.

Rose’s professional foundation is rooted in economics, complemented by extensive experience in the insurance and financial services industries. She earned her degree in Economics from the University of Santo Tomas and has continued to expand her knowledge through specialized education and professional certifications. Her areas of study and professional development include human rights, anti-human trafficking, international business protocol, diplomacy, and domestic violence awareness and safety. In addition to her leadership at RILCO Insurance Services, Rose serves as a human rights and anti-human trafficking consultant and an international business protocol and diplomacy consultant. Her diverse expertise enables her to bring a broad perspective to her work and to build meaningful relationships across professional, cultural, and community settings.

Beyond her business career, Rose is deeply committed to advocacy, mentorship, and community service. She has served as President of the Bayanihan Foundation for nearly 20 years, leading initiatives that provide outreach and support to seniors, children, and veterans while helping organize the annual Philippine Independence Day celebration in Santa Clara County. She is also involved with the U.S. Institute of Diplomacy and Human Rights and serves as Vice President of her university alumni association. Rose considers her passion for serving seniors one of the most meaningful factors behind her success. After exploring other career paths, including real estate and briefly studying nursing, she discovered a strong sense of purpose in supporting the senior community. Guided by integrity, compassion, strong moral values, resilience, and advocacy, she continues to champion the rights and dignity of vulnerable populations while promoting awareness of human trafficking, domestic abuse, child protection, and human rights. Through her professional leadership and community involvement, Rose strives to empower others, create meaningful opportunities, and make a lasting difference in the lives of the people and communities she serves.

01What do you attribute your success to?

I attribute my success to pursuing work that I genuinely enjoy and find meaningful. Through exploring different career paths, including real estate., I discovered that my true passion lies in working with the senior community, women and youth. Finding this niche has allowed me to build a career around compassion, connection, and making a positive difference in the lives of others.

02What’s the best career advice you’ve ever received?

The best career advice I have ever received is to choose work that I genuinely enjoy and feel passionate about. When you truly care about what you do, you are more likely to remain committed, overcome challenges, and continue growing. I believe passion and genuine fulfillment are key to building a lasting and successful career.

03What advice would you give to young women entering your industry?

My advice to young women entering my industry is to be confident in finding and establishing themselves, regardless of their age or where they are in their careers. Be bold, embrace opportunities to grow, and never be afraid to keep learning or pursue additional education. Invest in developing your skills, strive for excellence, and trust that your knowledge, dedication, and confidence will help you build a successful and meaningful career.

04What are the biggest challenges or opportunities in your field right now?

One of the biggest challenges in my field is overcoming the perception that women may not be capable of taking on certain responsibilities or succeeding in demanding roles. However, I believe this also presents an opportunity for women to recognize and embrace their strengths. Women are resilient, resourceful, creative, and strong advocates, and we have the ability to find solutions, overcome obstacles, and make things work even in challenging circumstances.

05What values are most important to you in your work and personal life?

The values most important to me in both my work and personal life are integrity, compassion, respect, and advocacy. These values are especially important when working with seniors, who can be a particularly vulnerable and fragile population. I believe in standing up for the rights and dignity of others and advocating for those who may not be able to advocate for themselves. I am committed to helping protect vulnerable individuals from abuse, human trafficking, domestic violence, and other forms of harm while promoting safety, dignity, and respect for all.
