Rosamond S. White, MSOLN, is an accomplished Human Resources Administrator for the Town of East Hartford, Connecticut, bringing more than three decades of leadership experience spanning human resources, operations, finance, and organizational development. Throughout her career, she has earned a reputation as a strategic and results-oriented leader who excels at improving organizational effectiveness through process improvement, employee engagement, policy development, and operational excellence. Her expertise in leadership, change management, and relationship building has enabled her to successfully support both public and private sector organizations.

Before transitioning into local government, Rosamond built an extensive career in financial services and operations, serving for more than two decades with organizations including Merrill Lynch and Hartford Investment Management. Her background in investment operations, customer service, and process optimization provided a strong operational foundation that she has successfully applied to human resources leadership. She holds a Master of Science in Human Resources from The New School and a Master of Science in Leadership and Negotiation from Bay Path University, credentials that have strengthened her ability to lead organizational change, develop high-performing teams, and cultivate positive workplace cultures.

Beyond her professional responsibilities, Rosamond is deeply committed to mentoring, community service, and leadership development. 01What do you attribute your success to?

I attribute my success to my willingness to continually learn and remain open to new experiences, regardless of the challenges I encounter. As a Black woman, I have learned that self-confidence, resilience, and perseverance are essential to overcoming obstacles. I firmly believe that where there is determination and a willingness to grow, there is always a path forward.

02What’s the best career advice you’ve ever received?

The best career advice I have ever received is to always keep my résumé updated and ready. Being prepared allows me to confidently pursue new opportunities whenever they arise and ensures I am ready for the next stage of my professional journey.

03What advice would you give to young women entering your industry?

I encourage young women to remain open to internships, volunteer opportunities, and community involvement, particularly in government and public service. These experiences provide valuable exposure, expand professional networks, and create pathways to future career opportunities. Take the time to observe, listen, learn, and gain a clear understanding of the career you want to build. Every experience contributes to your professional growth.

04What are the biggest challenges or opportunities in your field right now?

Human resources and local government offer tremendous opportunities for professional growth, networking, and advocacy. The ability to influence positive organizational change and serve as a voice for employees is both rewarding and impactful. At the same time, success requires strong listening skills, the ability to accept constructive criticism without taking it personally, and the understanding that effective communication and sound judgment are critical because common sense cannot always be assumed.

05What values are most important to you in your work and personal life?

The values that guide both my professional and personal life are trust, loyalty, empathy, and respect. I believe strong relationships are built on mutual trust and integrity, while empathy and respect foster collaboration, understanding, and meaningful connections with others.
