About Rosemarie

Rosemarie Guzman, MBA is a seasoned water utility operations leader and Production Superintendent for the Stockton District at California Water Service Company. In this role, she oversees a team of pump operators, a foreman, and a technician responsible for the operation and maintenance of critical water infrastructure, including pump stations, wells, storage tanks, and booster systems. Her work directly supports the delivery of safe, reliable potable water to approximately half of the City of Stockton, with a strong focus on regulatory compliance, water quality assurance, and system reliability.

With more than 21 years in the water utility industry and 18 years of service with Cal Water, she has built a well-rounded career spanning electrical engineering, capital project delivery, construction management, and operational leadership. She began her journey with the company in 2008 in the San Jose corporate office as an electrical engineer, where she spent 14 years designing and supporting infrastructure projects across multiple districts, including Stockton. Her engineering work contributed significantly to the development and modernization of water system infrastructure that continues to serve the region today.

Following her transition into operations, she expanded her expertise through hands-on leadership in main replacement programs, overseeing large-scale installation of new water pipelines and gaining deep experience in civil construction and field operations. This progression from design engineering to construction management and ultimately to production leadership has given her a comprehensive understanding of the water system from concept to customer delivery. A Stockton local and college graduate, she brings both technical expertise and a strong community connection to her role, along with a commitment to mentoring teams and strengthening resilient water infrastructure for the future.

01What do you attribute your success to?

She attributes her success to perseverance, continuous learning, and a willingness to take on new challenges throughout her 21-year career in the water utility industry. Starting as an electrical engineer and progressing through roles in capital project delivery, construction management, and production operations at California Water Service Company, she has developed a well-rounded understanding of water system infrastructure from design through field execution. A major influence in her early career was her original hiring manager, who served as a key mentor and helped build her confidence during her formative years as an engineer. Inspired by that guidance, she now gives back through her volunteer mentorship with the Association of Women in Water, Energy and Environment, where she encourages women and young girls pursuing careers in traditionally male-dominated fields, emphasizing confidence, professional growth, and the importance of representation in the industry.

02What advice would you give to young women entering your industry?

I would say, go for it, there is nothing holding you back. I know sometimes a younger female student or entry level individual will see and think, "oh, that's a guy's job, so it's probably not for me," but that is not the case. If you're interested in it, you could be that one that leads the way for everybody else. There's nothing that makes you less capable of doing these roles if you set your mind to it. There are plenty of jobs in this industry that could use someone like you. In my current role, I'm the only female in the management team here at the Stockton district. I like to believe the difference of perspective is kind of refreshing, and brings balance.

03What values are most important to you in your work and personal life?

The values most important to her in both her professional and personal life center on service, mentorship, integrity, and continuous growth. She places a strong emphasis on doing meaningful work that directly supports public health and community well-being through reliable water infrastructure, while maintaining a deep commitment to accountability, safety, and operational excellence in her role at California Water Service Company. Equally important is her belief in lifting others as she advances, which is reflected in her active mentorship and volunteer work with the Association of Women in Water, Energy and Environment and other professional organizations. Through these efforts, she is dedicated to encouraging women and young girls to pursue careers in traditionally male-dominated fields, fostering confidence, inclusion, and professional development.
