Samantha Collins

Samantha is an HR Generalist for the City of La Porte, Texas, with a diverse background in municipal government, higher education, & the private sector. With nearly a decade of experience in human resources & business administration, she specializes in employee relations, workers' compensation, risk management, recruitment, & process development. In her current role, Samantha partners with department leaders across the City to develop practical HR solutions, ensure compliance with employment laws & policies, & create processes that strengthen both the employee experience & organizational effectiveness. She has built a reputation for approaching complex workplace challenges with professionalism, empathy, & a commitment to continuous improvement.

Throughout her career, Samantha has held human resources & administrative leadership roles with the City of La Porte, Lee College, San Jacinto College, the University of Houston, & H-E-B. During her eight years with H-E-B, she advanced from Store Admin Specialist to Store Administrator I in just her first 10 months, helped open the Mont Belvieu location as the first external Store Administrator in company history to do so, managed payroll & HR operations for more than 500 employees, & was recognized with the company's Woman of Distinction Award. Since transitioning to municipal government, she has led initiatives to modernize HR & risk management processes, improve workplace safety reporting, streamline recruitment & onboarding efforts, & support employees & leadership through every stage of the employment lifecycle.

Dedicated to lifelong learning, Samantha earned her Bachelor of Human Resource Management from Georgia Southwestern State University & later completed a Graduate Certificate from Texas A&M University School of Law, further strengthening her knowledge of employment law & organizational compliance. She believes that the most effective HR professionals combine technical expertise with genuine compassion, ensuring employees feel supported while helping organizations achieve their strategic goals.

Outside of her professional responsibilities, Samantha enjoys professional writing, mentoring others through resume development & career guidance, & exploring innovative ways to improve workplace culture & employee engagement. She is passionate about helping organizations create environments where employees can thrive & hopes to continue growing as a leader in municipal human resources while making a lasting impact on the communities she serves.
