Shante C. Brookshire

She is a dedicated public health and behavioral health leader with over a decade of experience in program management, care coordination, and community health, currently serving as Director of Complex Care and Social Needs at Health Care Access Maryland, where she leads strategic initiatives to support individuals with complex care needs. Prior to this role, she served as Deputy Director of Complex Care and Social Needs and as Recovery Care Services Program Manager, where she led a team of 15 employees, implemented Standard Operating Procedures, and managed state-level reporting for substance use and mental health programs. She also served as Case Investigator and Supervisor at the Baltimore City Health Department, where she supervised community health workers and developed public health messaging during the COVID-19 pandemic. She holds a Master of Public Health from Morgan State University and serves as a Graduate Scholar Mentor at Coppin State University. She is recognized as a compassionate, strategic, and results-driven leader who is deeply committed to improving health equity, strengthening community health systems, and supporting individuals and families facing complex health and social challenges.
