About Theresa
I'm the Mayor of the City of Elgin, Texas, an elected position I've held since May 2022. In this role, I lead a city council of eight members, provide strategic direction, and partner with other entities to ensure our city functions effectively and grows responsibly. Facilitating collaboration and maintaining strong working relationships across organizations is at the heart of how I lead.
Before becoming Mayor, I served on the Elgin City Council as the Ward 1 representative for eight years, from 2003 to 2011. That experience gave me a deep understanding of local government, community needs, and the importance of long-term planning.
Alongside my elected service, I spent nearly 14 years as a Program Coordinator at HHSC (Texas Health and Human Services Commission), where I managed programs including Wellness, EAP (Employee Assistance Program), Volunteer Services, Internships, the State Employee Charitable Campaign, and the Survey of Employee Engagement. Prior to that, I worked for over 13 years as an Administrative Assistant at the Department of Human Services.
My career has always been about service—whether in government, health and human services, or my community. I hold a Master's Degree in Health Education from Kaplan University (Magna Cum Laude, 2013–2015) and a B.S. in Business Management from Kaplan University (Cum Laude, 2005–2008).
I believe effective leadership is built on listening, planning, and showing up consistently. That's what I've done for decades, and it's what I continue to do every day as Mayor.
