About Theresa
Theresa Phillips is an accomplished public relations and energy services professional with over two decades of experience at Lassen Municipal Utility District in Susanville, California. As Public Relations Manager, she supports the general manager and executives in communicating key issues to the community, manages the rooftop solar program and energy efficiency program, and conducts community outreach by visiting schools and meeting with influential local groups to explain the utility's work and the importance of public power. She began at the utility in 2003 in a newly created Public Benefits Coordinator role after working as Executive Director of the Lassen County Chamber of Commerce, advancing through various positions to become Public Relations Manager in 2016. Phillips earned her Certified Cooperative Communicator certificate after 20 years in her career and has been recognized with the Communicator of the Year award from Pioneer Utility Resources in 2021 and the Champion of Communications award from the Northwest Public Power Association in 2023. Her career reflects a commitment to community engagement, rebuilding public trust in the utility, and advocating for public power.

01What advice would you give to young women entering your industry?
Don't wait until you feel ready. If it's your passion to help people and to do something meaningful in your community, public power and communications is really a great place to be. Go ahead and just go for it. Don't wait until you check every box on the job description list.
