							Tiffany Means is an accomplished Energy Attorney at Baker Botts L.L.P., representing clients across the energy sector in complex commercial matters. She brings extensive experience advising on upstream exploration and production operations, midstream pipelines and services, and downstream processing plants, utilities, and global LNG markets. Tiffany works closely with operators and project developers across the energy value chain, providing strategic guidance on contracts, regulatory compliance, environmental considerations, and high-stakes commercial transactions.
Throughout her career, Tiffany has counseled both domestic and international clients on a broad spectrum of matters, including joint operating agreements, midstream contracts, gas purchase agreements, easements, confidentiality and trade secrets, and royalty and mineral deeds. She also advises on environmental issues such as CO2 emissions, produced water, injection wells, and carbon sequestration, while ensuring compliance with standards set by the Texas Railroad Commission, Texas Commission on Environmental Quality, EPA, FERC, and other regulatory bodies. Her legal expertise is recognized by her peers, including her distinction as a Texas Super Lawyer-Rising Star.
Tiffany is actively engaged in the legal and energy law communities. She has served as Past President of the Midland Bar Association, an officer for the Oilfield and Energy Services Committee of the Institute for Energy Law, and on the Texas Pattern Jury Charge – Oil and Gas Committee for the State Bar of Texas. A Baylor University School of Law graduate and former judicial law clerk, Tiffany combines technical knowledge, practical experience, and leadership in her efforts to advance the energy industry while supporting the next generation of legal professionals.

What are the biggest challenges or opportunities in your field right now?
One of the biggest challenges in the energy sector today is navigating regulatory uncertainty, particularly with changes in administration and new agency leadership. These shifts create both challenges and opportunities, requiring adaptability and proactive strategies to guide clients effectively through evolving policies and compliance requirements.
What values are most important to you in your work and personal life?
I value mentorship, particularly supporting and guiding young women in the energy field, and I strive to foster growth, learning, and opportunities for the next generation in both my professional and personal life.
